dc.description.abstract	ดุษฎีนิพนธ์นี้ มีจุดประสงค์เพื่อศึกษาความเป็นมาของการนํานโยบายการดูแลสุขภาพ ผู้สูงอายุไปปฏิบัติของกรุงเทพมหานครในช่วงปี พ.ศ. 2556-2558 และศึกษาปัจจัยที่มีอิทธิพลต่อการ นํานโยบายการดูแลสุขภาพผู้สูงอายุไปปฏิบัติของกรุงเทพมหานครในช่วงปี พ.ศ. 2556-2558 รวมทั้งศึกษารูปแบบความสําเร็จ ปัญหาอุปสรรคในการนํานโยบายการดูแลสุขภาพผู้สูงอายุ ไปปฏิบัติของกรุงเทพมหานครในช่วงปี พ.ศ. 2556-2558 และศึกษาแนวทางแก้ไขปัญหาที่เกิดจาก การนํานโยบายการดูแลสุขภาพผู้สูงอายุไปปฏิบัติของกรุงเทพมหานครในช่วงปี พ.ศ. 2556-2558 ผลการวิจัยพบว่า กรุงเทพมหานครมีนโยบายในการดูแลสุขภาพผู้สูงอายุ โดยปรากฏ อยู่ในรูปของยุทธศาสตร์ในแผนพัฒนาคุณภาพชีวิตผู้สูงอายุ ระยะที่ 1 (พ.ศ. 2557-2560) แผนพัฒนา กรุงเทพมหานคร ระยะ 20 ปี (พ.ศ. 2556-2575) อีกทั้งหน่วยงานในสังกัดของกรุงเทพมหานคร ที่มีหน้าที่หลักในการดูแลผู้สูงอายุยังนํานโยบายของแผนหลักดังกล่าวมากําหนดในแผนปฏิบัติ ราชการของแต่ละหน่วยงานอีกด้วย การนํานโยบายการดูแลสุขภาพผู้สูงอายุไปปฏิบัติของ กรุงเทพมหานคร ในช่วงปี พ.ศ. 2556-2558 โดยภาพรวมแล้วกรุงเทพมหานครประสบความสําเร็จ ในการดูแลสุขภาพผู้สูงอายุในระดับที่น่าพอใจ โดยปัจจัยที่มีผลเชิงบวกทําให้เกิดความสําเร็จในการ นํานโยบายไปปฏิบัติของกรุงเทพมหานคร คือ วัตถุประสงค์ของนโยบายที่มีมาตรฐานและชัดเจน ที่ ส่งผลต่อการให้ความสําคัญในการสร้างความเข้าใจในนโยบายให้กับบุคลากรและประสานความ ร่วมมือระหว่างหน่วยงาน ส่วนปัจจัยที่เป็นข้อจํากัดในการนําโยบายไปปฏิบัติได้แก่ ทรัพยากรและ บุคลากรที่ไม่เพียงพอ รวมถึงสภาพทางเศรษฐกิจ การเมือง สังคมที่อยู่นอกเหนือการควบคุม แนวทางในการแก้ไขคือ ความพยายามในการลดข้อจํากัดดังกล่าว และปรับปรุงการดําเนินงานให้ สอดคล้องกับสภาพเศรษฐกิจ การเมืองและสังคม	en_US

dc.description.other-abstract	This dissertation aimed to study implementation of senior citizen health care policy of Bangkok Metropolitan Authority (BMA) between2013 to2015, factors affecting the implementation, and the problems concerning the implementation during the years. The scope cluded guidelines of solutions to those problems. According to the results, it was found that Bangkok Metropolitan Authority's health care policy regarding senior citizen was structured parallel to phase 1 of Quality of Life of Senior Citizen Development Plan (2014-2017), and 20-year Development Plan of Bangkok Metropolitan (2013-2032). Nevertheless, BMA's organizational operation responsible for senior citizen health care was implemented in line with the action plans of the organization. In conclusion, overview of senior citizen health care policy implementation of Bangkok Metropolitan Authority was insatisfactory level. Standardized and clear objectives of the policy was the factors affecting progress of policy implementation, the success of which was based on deep understanding of BMA personal, and communication pattern within the organization. The problems mostly found were lack of human and other resources, and impacts of economic, political, and social situations. In terms of the guidelines of solutions to those problems, an attempt to minimize the problems was needed so as to keep track of the operational improvement along with political, social, andeconomic factors.	en_US
