| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหา อุปสรรค แนวทางการพัฒนางานควบคุมและสอดส่อง เพื่อให้ได้ข้อเสนอแนะ ในการคุมประพฤติผู้ถูกคุมความประพฤติที่เป็นผู้ใหญ่ และ ผู้ได้รับการพักการลงโทษและลดวันต้องโทษจำคุก ในช่วงการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (Covid-19) และโรคระบาดอื่นที่อาจจะเกิดขึ้นต่อไปในอนาคต การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการศึกษาค้นคว้าเอกสาร และการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 11 คน โดยเลือกแบบเจาะจงผู้ให้ข้อมูลสาคัญ ประกอบไปด้วย ผู้บริหารส่วนกลาง บุคลากร กรมคุมประพฤติ นักวิชาการด้านคุมประพฤติ อาสาสมัครภาคประชาชน และ ภาคีหน่วยงานทางานบริการสังคม เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเป็นการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ปัญหาและอุปสรรคของพนักงานคุมประพฤติคือ (1) ด้านสภาพแวดล้อมสถานที่ปฏิบัติงาน (2) ด้านแผนการดำเนินงานของกรมคุมประพฤติ (3) ด้านบริหารจัดการงานคดี (4) ด้านการแก้ไขฟื้นฟูผู้กระทำผิดและการทำงานบริการสังคม(5)ด้านการประยุกต์ใช้เทคโนโลยี ดังนั้น เพื่อเป็นการพัฒนางานควบคุมและสอดส่อง กรมคุมประพฤติควรแก้ไขกฎหมายและระเบียบที่เกี่ยวข้องควบคู่ไปกับการพัฒนาบุคลากรเพื่อรองรับสถานการณ์ที่เปลี่ยนแปลงไป รวมทั้งควรพัฒนากระบวนการจำแนกและมีการบูรณาการหน่วยงานที่เกี่ยวข้องเข้ามาร่วมแก้ไขฟื้นฟูผู้กระทำผิด และพัฒนาระบบงานด้วยเทคโนโลยี และข้อเสนอแนะจากการศึกษาวิจัย กรมคุมประพฤติควรบูรณาการการทำงานกับหน่วยงานที่เกี่ยวข้องควบคู่ไปกับการพัฒนาระบบเทคโนโลยีสารสนเทศมาใช้ในงานควบคุมและสอดส่อง |
| metadata.dc.description.other-abstract: | This research aimed to study problems, obstacles and development guidelines for community supervision in order to seek the suggestions for supervising adult probationers and the prisoners paroled and got the good conduct time allowance during the pandemic of the Coronavirus Disease 2019 (Covid-19) and other future possible pandemics. This is a qualitative study conducted through documentary research and in-depth interview with 11 key informants chosen by purposive sampling. These key informants consisted of central executives, probation officers, probation academics, public volunteers, and people associate. The research tool was an interview form, and it was analyzed through content analysis. The research revealed that problems and obstacles of probation officers were (1) workplace environment, (2) Department of Probation’s action plan, (3) case management, (4) rehabilitation of offenders and community service, and (5) technology implementation. Therefore, the Department of Probation should amend the laws and related regulations alongside personnel development to accommodate the changing situations. Moreover, there should be the development of the process classification of offenders and integrate related organizations in joint rehabilitation of offenders. In addition, there should be the development of their system with technology. The suggestion from the research is that the Department of Probation should work integratively with related organizations along with the development of information technology systems for a control and surveillance. |
