dc.description.abstract	ปัญหาอาชญากรรมทางเพศส่งผลกระทบที่รุนแรงต่อผู้ตกเป็นเหยื่ออาชญากรรมทางเพศ ครอบครัว และสังคม และมีแนวโน้มสูงขึ้น แต่การรายงานเพื่อขอรับความช่วยเหลือและแจ้งความดำเนินคดีต่อผู้ที่กระทำผิดมีสัดส่วนน้อยกว่าความเป็นจริงมาก การวิจัยนี้จึงศึกษาปัญหาและอุปสรรคในการให้ความช่วยเหลือ และเสนอแนวทางพัฒนาตามกรอบปฏิญญาว่าด้วยหลักความยุติธรรมขั้นพื้นฐานสำหรับผู้เสียหายในคดีอาญาและการใช้อำนาจโดยมิชอบ ค.ศ. 1985 เพื่อสร้างหลักประกันให้เชื่อมั่นได้ว่าจะได้รับการช่วยเหลือที่เหมาะสมตามหลักสากล โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ได้แก่ การศึกษาเอกสาร การสัมภาษณ์เชิงลึก และการสนทนากลุ่ม มีผู้เข้าร่วมการวิจัยทั้งสิ้น 36 คน ใช้การวิเคราะห์แก่นสาระและอภิปรายผลการวิจัยตามแนวคิดทฤษฎีเหยื่อวิทยา อาชญาวิทยา และหลักปฏิบัติที่เป็นสากล ผลการวิจัยพบว่า การให้ความช่วยเหลือผู้ตกเป็นเหยื่ออาชญากรรมทางเพศมี 3 ด้าน ได้แก่ การให้ความช่วยเหลือด้านการรักษาพยาบาล การสนับสนุนการเข้าถึงกระบวนการยุติธรรม และการให้ความช่วยเหลือด้านสังคม โดยเสนอแนวทางพัฒนาการให้ความช่วยเหลือ 5 แนวทาง ได้แก่ การพัฒนาด้านกฎหมาย ด้านระบบงาน ด้านบุคลากร ด้านผู้ตกเป็นเหยื่ออาชญากรรมทางเพศ และผู้กระทำความผิด มีข้อเสนอแนะที่สำคัญ คือ การแก้ไขกฎหมายเพื่อขยายขอบเขตการให้ความช่วยเหลือ การบูรณาการความร่วมมือระหว่างภาครัฐและภาคส่วนอื่นเพื่อสนับสนุนระบบการให้ความช่วยเหลือ และการจัดตั้งศูนย์ช่วยเหลือเหยื่ออาชญากรรมทางเพศ ปรับทัศนคติของบุคลากรและสังคม ส่งเสริมการมีส่วนร่วมในการเฝ้าระวัง การช่วยเหลือ และตรวจสอบการปฏิบัติหน้าที่ของกระบวนการยุติธรรม พัฒนามาตรฐานวิชาชีพบุคลากรและระบบฐานข้อมูลเพื่อเชื่อมโยงข้อมูลการให้ความช่วยเหลือทั้งระบบ	en_US

dc.description.other-abstract	Despite a rising trend in the issue of sexual crimes, having severe impacts on victims, their families, and society, the reporting rates for seeking help and offender prosecution are significantly lower than the actual occurrences. Therefore, this study aims to investigate the issues and challenges in providing assistance and propose improvements, guided by the Declaration of Basic Principle of Justice for Victim of Crime and Abuse of Power, 1985, to secure victims' confidence in receiving appropriate international standardized assistance. This study employs qualitative methods, including document analysis, in-depth interviews, and focus group discussions, involving a total of 36 participants. The findings are analyzed through thematic analysis; the research discussion is based on victimology, criminology, and international practices. The findings reveal that assistance for sexual crime victims consists of three main areas: medical care, supporting access to justice system, and social assistance. Therefore, the study identifies five critical areas for improvement, including legal reforms, system enhancements, personnel development, victims of sexual crimes, and offender management. Key recommendations include amending relevant laws to expand the scope of assistance, integrating cooperation between governmental and non-governmental organizations to enhance assistance systems and establish dedicated centers for sexual crime victims, promoting a mindset among personnel and society to encourage participation in monitoring assistance and overseeing the justice process, and developing professional standards for personnel and a comprehensive database system to link assistance information across the board	en_US
