Abstract: การศึกษานี้มุ่งสรุปและสังเคราะห์ผลกระทบทางสังคมที่เกิดขึ้นจากการดำเนินโครงการย่อยภายใต้แผนงานร่วมทุนสนับสนุนการพัฒนาสุขภาวะจังหวัดปทุมธานี ซึ่งได้รับการสนับสนุนจากมหาวิทยาลัยรังสิต และสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) และอยู่ภายใต้การกำกับดูแลของศูนย์พัฒนาหลักหก โดยประเมินผลลัพธ์และการเปลี่ยนแปลงเพื่ออธิบายทั้งระดับผลกระทบที่รับรู้และกลไกที่เอื้อต่อการเปลี่ยนแปลงอย่างต่อเนื่อง ครอบคลุม 4 มิติ ได้แก่ ด้านสุขภาพ ด้านการสร้างอาชีพและรายได้ ด้านการพัฒนาทักษะศตวรรษที่ 21 ของเยาวชน และด้านการอนุรักษ์และรักษาสิ่งแวดล้อม โดยรวบรวมมุมมองจากผู้มีส่วนได้เสีย 4 กลุ่ม ได้แก่ ทีมงานโครงการย่อย แกนนำชุมชน กลุ่มเป้าหมาย/ผู้ได้รับประโยชน์โดยตรง และประชาชนโดยรอบพื้นที่เป้าหมาย การวิจัยใช้ระเบียบวิธีวิจัยผสมผสาน (Mixed research method) โดยใช้เชิงคุณภาพนำ รวบรวมข้อมูลทั้งเชิงคุณภาพและเชิงปริมาณ ด้วยแบบสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้างกับผู้มีส่วนได้เสีย (n = 244) ครอบคลุม 3 บทบาท ได้แก่ (1) ทีมงานโครงการย่อย (2) แกนนำหลักในชุมชน และ (3) ผู้เข้าร่วม/ผู้ได้รับประโยชน์ และมีการสำรวจเสริมด้วยแบบสอบถามในกลุ่มประชาชนโดยรอบพื้นที่เป้าหมาย (n = 74) เพื่อประเมินระดับผลลัพธ์ที่รับรู้และผลกระทบระดับชุมชนด้วยค่าเฉลี่ยและสถิติเชิงพรรณนา ข้อมูลสัมภาษณ์วิเคราะห์ด้วยวิธีวิเคราะห์เชิงธีม (thematic analysis) เพื่ออธิบาย “อย่างไร” และ “เพราะเหตุใด” จึงเกิดการเปลี่ยนแปลง ตามกระบวนการเข้ารหัสและพัฒนาแบบจำลองเชิงแนวคิด 6 ขั้นตอน ผลการวิจัยชี้ให้เห็นการเปลี่ยนแปลงเชิงบวกด้านสุขภาพ ได้แก่ การตระหนักรู้ความเสี่ยงเพิ่มขึ้น พฤติกรรมสุขภาพดีขึ้น และสุขภาวะทางจิตสังคมเข้มแข็งขึ้น โดยข้อมูลสุขภาพที่เป็นรูปธรรม (เช่น ผลคัดกรองสุขภาพ) เป็นตัวกระตุ้นสำคัญให้เกิดการออกกำลังกายสม่ำเสมอ เลือกบริโภคอาหารเหมาะสม และลดพฤติกรรมเสี่ยง กิจกรรมกลุ่มยังช่วยลดความโดดเดี่ยวและเสริมความสัมพันธ์ทางสังคมในชุมชน ด้านอาชีพและรายได้ โครงการย่อยช่วยพัฒนาทักษะและความมั่นใจในการนำความรู้ไปต่อยอดสู่ผลิตภัณฑ์ระดับครัวเรือนหรืออาชีพเสริม แม้ผลด้านรายได้ยังอยู่ระยะเริ่มต้น แต่ได้วางฐานการเรียนรู้ การมองเห็นโอกาส และการใช้ทรัพยากรท้องถิ่นอย่างสร้างสรรค์ ด้านทักษะศตวรรษที่ 21 ของเยาวชน พบการพัฒนาทักษะการเรียนรู้ การสื่อสาร การทำงานเป็นทีม ความรับผิดชอบ และภาวะผู้นำ โดยการมีส่วนร่วมของเยาวชนช่วยเพิ่มความมั่นใจและการเรียนรู้จากประสบการณ์จริง ส่วนด้านสิ่งแวดล้อม โครงการย่อยช่วยเพิ่มการตระหนักรู้และพฤติกรรมการดูแลทรัพยากรในระดับครัวเรือนและชุมชน ผ่านกิจกรรมการใช้ทรัพยากรซ้ำ การปรับปรุงพื้นที่ และกลไกการระดมการมีส่วนร่วม ผลเชิงปริมาณพบว่า มิติที่มีผลกระทบรับรู้สูงที่สุด คือ ทักษะศตวรรษที่ 21 ของเยาวชน (x̄ = 3.58) ขณะที่ต่ำที่สุด คือ อาชีพและรายได้ (x̄ = 3.39) ส่วนสุขภาพ (x̄ = 3.46) และสิ่งแวดล้อม (x̄ = 3.45) อยู่ในระดับสูงเช่นกัน โดยผลเด่นเกิดกับ “ความรู้” มากกว่าการเปลี่ยนแปลงที่สังเกตได้ในระดับชุมชน โดยสรุป โครงการย่อยเป็นแนวทางพัฒนาเชิงพื้นที่แบบบูรณาการที่เชื่อมโยงสุขภาพ เศรษฐกิจ เยาวชน และสิ่งแวดล้อม ข้อค้นพบสำคัญเสนอให้ขยับจากโครงการระยะสั้นสู่การวางแผนระยะยาวแบบบูรณาการข้ามภาคส่วน เสริมความเข้มแข็งของแกนนำชุมชนและเครือข่ายท้องถิ่นเพื่อความต่อเนื่อง และจัดทำระบบติดตามระยะยาวและการประเมินผลกระทบทางสังคม ในเชิงปฏิบัติ ควรออกแบบกิจกรรมให้เหมาะกับกลุ่มเป้าหมาย เสริมการสนับสนุนด้านการตลาด เทคโนโลยี และการบริหารจัดการสำหรับงานอาชีพและรายได้ และคงพื้นที่การเรียนรู้/กิจกรรมกลุ่มเพื่อรักษาการมีส่วนร่วมและความสัมพันธ์ทางสังคม ทั้งนี้ การสร้างผลกระทบที่ยั่งยืนต้องเชื่อม “ความรู้สู่การปฏิบัติ” “การปฏิบัติสู่การลงมือทำร่วมกัน” และ “การลงมือทำร่วมกันสู่ระบบท้องถิ่นที่เป็นสถาบัน” ให้คงอยู่ได้หลังสิ้นสุดรอบโครงการ
metadata.dc.description.other-abstract: This study synthesized the social impacts of subprojects implemented under a co-funding program for well-being development in Pathum Thani Province, funded by Rangsit University and the Thai Health Promotion Foundation, and supervised by the Lak Hok Development Center. It assessed outcomes and changes to clarify both the magnitude of perceived impacts and the mechanisms that enabled sustained change across four integrated dimensions: health, occupation and income, youth 21st-century skills, and environmental conservation. Perspectives were drawn from four stakeholder groups: project teams, community leaders, direct beneficiaries, and residents living in and around the target areas. The research employed a mixed research method, primarily qualitative, collecting both qualitative and quantitative data through semi-structured in-depth interviews with stakeholders (n = 244) covering three roles: (1) project team members, (2) key community leaders, and (3) participants/beneficiaries. Additionally, a supplementary survey was conducted with the surrounding community (n = 74) to assess perceived outcomes and community-level impacts using mean and descriptive statistics. Interview data were ง analysed using thematic analysis to explain "how" and "why" changes occurred, following a six-step coding and conceptual model development process. Results indicated positive health-related change: increased awareness, improved health behaviors, and stronger psychosocial well-being. Concrete health information (e.g., screening results) was a key trigger, encouraging regular exercise, healthier diets, and reduced risk behaviors. Group activities further reduced loneliness and strengthened social relationships within communities. For occupation and income, the projects built practical skills and confidence to apply knowledge to household-level products or supplementary livelihoods. Although income outcomes were still emerging and systemic economic impacts were not yet evident, the projects established an important foundation for learning, improved opportunity recognition, and more creative use of local resources. Regarding youth 21st-century skills, subprojects supported improvements in learning skills, communication, teamwork, responsibility, and leadership. Youth participation enhanced self-confidence and experiential learning, enabling skills applicable to daily life and future pathways. In the environmental dimension, subprojects strengthened awareness and stewardship behaviors at household and community levels. Activities such as reusing local materials, improving community spaces, and mobilizing participation reflected meaningful shifts in attitudes and practices that support environmental sustainability. Quantitative results show the highest perceived impact in youth 21st-century skills (x̄ = 3.58), while the lowest was occupation and income (x̄ = 3.39). Health (x̄ = 3.46) and environment (x̄ = 3.45) were also rated high, with stronger gains in knowledge than in observable community-level change. Overall, the subprojects operated as an integrated, place-based approach linking health, livelihoods, youth development, and the environment. Key implications include shifting from short-term projects to long-term, cross-sector planning, strengthening community leaders and local networks for continuity, and establishing long-term monitoring and social impact evaluation. Practically, activities should be tailored to target groups, livelihood projects should add จ marketing/technology/management support, and communities should sustain learning spaces and group activities to maintain participation and social cohesion. Lasting impact requires moving from knowledge to practice, practice to collective action, and collective action to institutionalized local systems beyond project cycles
