dc.description.abstractElderly people are an important segment market of health supplements [HS] HS is used freely sold without doctor’s prescription. The consumers have the right to get the truthful and unbiased information regarding the HS claim. National Agency for Drug and Food Control [NADFC] is a regulatory authority in Indonesia, has the obligation to control the HS in the market including the HS claim. However, there is no specific regulation on claim in Indonesia. In line with ASEAN harmonization there is ASEAN guideline on claim for HS. This study aimed to develop the Indonesia guideline on claim for HS product for the elderly based on ASEAN Guideline on Claims and Claims Substantiation for HS, and the examination on the readiness of HS registrant by measuring the knowledge, attitude and practice [KAP] regarding the guideline implementation. In order to observe the benefit of the guideline for the consumer, this study also assessed the consumer buying behavior, consumer preference on decision to purchase HS product for the elderly and consumer satisfaction on HS control by the government. The guideline development applied the good regulatory practice [GRP] and the Delphi technique. The items content of the guideline meet the consensus by using two rounds of Delphi techniques. The guideline showed the good quality in term of content validity, reliability, clarity and applicability. Two set of questionnaires are developed based on KAP survey principle to HS registrant survey and Theory of planned behavior [TPB] to the elderly consumer survey by measuring attitude, subjective norm, perceived behavioral control and consumer behavior intention. The questionnaire showed the good reliability (p=0.000) KAP survey to HS registrant was carried out on 123 of respondents, using E-mail survey, yield 61.5% of response rate. Regression analysis, ANOVA and F-statistic showed that the attitude partially had significant effect to readiness (p< 0.050). This finding elicited that attitude improvement program has the positive impact on the HS registrant readiness to implement the guideline. The cross sectional study was conducted on 342 of elderly consumers by selfadministered survey had 95 % of response rate. F-statistic and path analysis found that there were significant effect of attitude, subjective norm directly to consumer buying behavior and significant indirectly effect between perceived behavior control and behavior intention to consumer buying behavior. Benefit of product was the most factor preference of consumer when purchasing the HS for the elderly and 98 % of respondent satisfaction on HS control by the government.en_US
