| Abstract: | การวิจัยครั้งนี้เป็นการศึกษาเรื่องการศึกษาสาเหตุและแรงจูงใจในการเล่นการพนัน ฟุตบอลออนไลน์ในประเทศไทย: กรณีศึกษาในเขตพื้นที่กรุงเทพมหานครโดยมีวัตถุประสงค์ใน การศึกษา คือ 1) เพื่อศึกษาสาเหตุและแรงจูงใจในการเลือกเล่นการพนันฟุตบอลออนไลน์ใน ประเทศไทย 2) เพื่อศึกษารูปแบบและวิธีการเล่นการพนันฟุตบอลออนไลน์ในประเทศไทย 3) เพื่อ ศึกษาแนวทางในการทำงานและอุปสรรคในการทำงานของเจ้าหน้าที่ที่เกี่ยวข้องกับการพนัน ฟุตบอลออนไลน์ มีวิธีการเก็บข้อมูลโดยการสัมภาษณ์เชิงลึก ซึ่งได้สัมภาษณ์ทั้งหมด 20 คน ผลของการศึกษาพบว่า พฤติกรรมในการเลือกเล่นการพนันฟุตบอลออนไลน์มีปัจจัย หลัก ๆ อยู่ทั้งหมด 3 ปัจจัยได้แก่ 1) การพนันฟุตบอลออนไลน์สามารถเข้าถึงได้ง่าย 2) เพื่อนชักชวน ให้ลองเล่นการพนันฟุตบอลออนไลน์ และ 3) เมื่อเห็นเพื่อนเล่นจึงอยากเล่นตาม ในส่วนของ รูปแบบการพนันฟุตบอลออนไลน์ในปัจจุบันมีการพัฒนาให้ทันสมัยมากขึ้น แตกต่างจากโต๊ะบอล แบบเดิม (เดินโพยบอล) โดยมีการใช้เทคโนโลยีที่มีการเข้าถึงง่ายกับผู้เล่นคือ อินเตอร์เน็ต ซึ่งจะใช้ ระบบการกดทายผลบอลในเว็บไซต์ที่เปิดรับแทงผลการพนัน เช่น กดในระบบเว็บไซต์การพนัน ออนไลน์โดยตรง การกดในระบบของร้านที่เป็นเอเย่นต์ (Agent) ทำให้จำนวนผู้ที่เข้ามาเล่นนั้นมี เพิ่มมากขึ้นกว่าโต๊ะบอลแบบเดิม มีการจัดโปรโมชั่นในการชักชวนให้ผู้เล่นเกิดความสนใจ ทำให้ “การพนันฟุตบอลออนไลน์” กลายเป็นที่นิยมของผู้เล่นการพนันฟุตบอลมากที่สุด ด้านปัญหาและ อุปสรรคในการทำงานของเจ้าหน้าที่ที่มีความเกี่ยวข้องกับการป้องกัน และปราบปรามการพนัน ฟุตบอลออนไลน์ พบว่ามีปัจจัยที่ส่งผลต่อการทำงานของเจ้าหน้าที่ทำให้การทำงานไม่เกิด ประสิทธิภาพ ทั้งหมดด้วยกัน 4 ด้าน ได้แก่ 1) กฎหมายที่ไม่มีประสิทธิภาพเพียงพอในการจับกุม 2) ไม่มีนโยบายควบคุมและปราบปรามที่ชัดเจน 3) เทคโนโลยีที่ใช้ในการปฏิบัติงานยังไม่ทันสมัย และ 4) เจ้าหน้าที่มีไม่เพียงพอการแก้ไขปัญหาการพนันฟุตบอลออนไลน์จะต้องมีการบูรณาการร่วมกันทุกภาคส่วนทั้งทางภาครัฐและภาคเอกชน โดยทางภาครัฐ เช่น สำนักงานตำรวจแห่งชาติต้องออกนโยบายหรือมาตรการอย่างชัดเจนในการป้ องกันปราบปรามปัญหาการพนันฟุตบอลออนไลน์ รวมทั้งมาตรการทางกฎหมายในเรื่องบทบัญญัติการลงโทษให้มีความเด็ดขาดกับเจ้ามือโต๊ะพนันและผู้เล่นพนันฟุตบอลออนไลน์ และทางภาคเอกชน เช่น สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) ในการช่วยกันรณรงค์ในการป้องกันดูแลคนใกล้ชิด และปลูกฝังให้เยาวชนห่างไกลจากการ พนัน โดยจะต้องแก้ไขปัญหาการพนันฟุตบอลออนไลน์อย่างต่อเนื่อง ไม่ใช่เพียงแค่เทศกาลฟุตบอล เท่านั้น |
| metadata.dc.description.other-abstract: | This research is a study of the causes and motive forces of online football betting in Thailand. The objectives of a case study in Bangkok were 1) to study the causes and motive forces for choosing online football betting in Thailand; 2) to study the patterns and methods of online football betting in Thailand; 3) to study the ways of working and obstacles to the work of the officers who related to online football betting. Approximately 20 participants were interviewed. The study found that online football betting behavior has three main factors which are 1) online football betting is easy to access; 2) friends solicit to try online football betting; and 3) gambling as a friend played. The current form of online football betting is very different from traditional football (soccer) betting, with the easy technology to players, namely, the internet. It will be used to select the betting system on the site that is open to gambling directly. Selection in the system with a standard agent of the organization, the number of people to play is more than the original betting table. The problems and obstacles in the work of the officials involved in the prevention and suppression of online football betting have been factors affecting the work of the staff to work effectively in all four aspects together to be; 1) laws are not effective enough in the arrest; 2) there is no policy to control and suppress the obvious; 3) the technology used in its operations and has not advanced; and 4) there is not enough staff Therefore, online football betting has to be integrated with all sectors, both public and private sectors. On the one hand, the government, such as the Royal Thai Police, must issue policies or measures to prevent the problem of online gambling. The legal provisions regarding the sanctions are categorically against the dealer table games and online gambling. On the other hand, the private sector, such as the Office of Health Promotion Fund (NESDB) to help prevent the campaign to take care of people close and to instill a youth away from gambling. These cooperation between public and private sectors should help to address the problem of online football betting for all the time, not just only preventing during football festivals |
