Abstract:	การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาปัญหา สาเหตุ และแนวทางแก้ไข ในกระบวนการจัดตั้ง งบประมาณของ หน่วยบัญชาการทหารพัฒนา กองบัญชาการกองทัพไทย โดยผู้วิจัยได้ประยุกต์ใช้ เทคนิคเดลฟายในการสร้าง แบบสอบถาม เพื่อใช้เก็บข้อมูลจากผู้ที่เกี่ยวข้องในกระบวนการ การวิจัยได้แบ่งเป็น 3 ช่วง ช่วงที่ 1 เป็นการศึกษาและรวบรวมปัญหา โดยใช้การสัมภาษณ์ ผู้เชี่ยวชาญจำนวน 12 คน และนำข้อมูลที่ได้มาจัดกลุ่มประเด็นของปัญหา และสาเหตุของปัญหา นั้นๆ เพื่อนำมาสร้างเป็นแบบสอบถาม ในช่วงที่ 2 ซึ่งจะนำไปสอบถามจากผู้เชี่ยวชาญอีกครั้ง เพื่อ ตรวจสอบความครบถ้วน ถูกต้องของสาเหตุของแต่ละปัญหา พร้อมทั้งขอให้เสนอแนวทางแก้ไข แต่ละสาเหตุของปัญหา ผลที่ได้จะนำไปสร้างแบบสอบถาม ในช่วงที่ 3 ซึ่งใช้ในการสอบถามจากผู้ ที่เกี่ยวข้องในกระบวนการจัดตั้งงบประมาณอยู่ใน หน่วยพัฒนาการเคลื่อนที่ ทั้ง 30 หน่วย จำนวน รวม 110 คน เพื่อให้แสดงระดับความเห็นด้วยกับปัญหา สาเหตุ และแนวทางแก้ไข ผลการวิจัย พบว่ามีปัญหาอยู่ 3 จาก 6 ขั้นตอน ได้แก่ ขั้นตอนที่ 3 คือ หน่วยพัฒนาการเคลื่อนที่ จัดทำ รายละเอียดของงาน (ประมาณการงานก่อสร้างและแบบงานก่อสร้าง) เสนอโครงการตามกรอบที่ สำนักงานพัฒนาภาค กำหนด ขั้นตอนที่ 4 คือ สำนักงานพัฒนาภาค รวบรวมและตรวจสอบเบื้องต้น รายละเอียดของงานที่ หน่วยพัฒนาการเคลื่อนที่ จัดส่งมา และขั้นตอนที่ 5 คือ สำนักงานพัฒนาภาค จัดส่งรายละเอียดของงานให้ กองบัญชาการ หน่วยบัญชาการทหารพัฒนา (กองฝ่าย) ตรวจสอบ ความถูกต้องสมบรูณ์ของโครงการ โดยทั้งสามขั้นตอนมีค่าเฉลี่ยของระดับความเห็นด้วย เท่ากับ 4.68, 4.56 และ 4.58 ตามลำดับ ในส่วนของสาเหตุ และแนวทางแก้ไข ผู้วิจัยได้จัดเรียงลำดับตาม ความเห็นด้วยของผู้ตอบแบบสอบถามทั้งหมดไว้ในการวิจัยนี้แล้ว ซึ่งผู้ที่เกี่ยวข้องและผู้ที่สนใจ สามารถนำผลที่ได้ไปประยุกต์ใช้ในกระบวนการจัดตั้งงบประมาณของ หน่วยงานอื่นๆต่อไป
metadata.dc.description.other-abstract:	This research aims to study problems, causes and solutions in budgeting process of the Armed Forces Development Command, Royal Thai Armed Forces Headquarters. The researcher applied the Delphi technique to create a questionnaire to collect data from those involved in budgeting process. The research is divided into 3 parts. The first part is studying and investigating problems by interviewing experts of budgeting process. These problems and their causes were used to prepare the second questionnaire which was distributed to the expert group again for validating, and also for suggesting solutions to these problems. Then, the third questionnaire was created to collect data from people involved in budgeting process from all 30 Mobile Development Units, totaling 110 people, in order to show their level of agreement with the problems, causes, and solutions. The outcomes of the research revealed problems in 3 steps from all 6 steps: Stage 3, the Mobile Development Unit prepared details of the Proposed projects; Stage 4, the Regional Development Office collected and checked the details of the projects delivered; and Stage 5, the Regional Development Office submitted projects details to the Armed Forces Development Command (Division) for verification and approval. The level of agreement of all respondents for these 3 steps were 4.68, 4.56 and 4.58 respectively. The results of this research were summarized in terms of problems, causes and solutions in each step process sorted by the level of agreement which could be useful guidelines for other similar agencies
