| Abstract: | การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการมีส่วนร่วม ปัญหาอุปสรรค และเสนอแนะแนวคิดในการป้องกันอาชญากรรมของเมืองมหาวิทยาลัย โดยการมีส่วนร่วมของผู้รักษา ความปลอดภัยในชุมชน ด้วยวิธีการสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured Interview) เพื่อเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญ (Key Informant) ซึ่งได้แก่ ตัวแทนหน่วยงานภาครัฐ หน่วยงานภาคเอกชน และตัวแทนภาคประชาชน รวมทั้งหมด 15 คน ผลการศึกษาวิจัยการมีส่วนร่วม 4 ขั้นตอน ตามแนวคิดของ Cohen & Uphoff ดังนี้ 1.ไม่พบการมีส่วนร่วมในการตัดสินใจ 2. การมีส่วนร่วมในการปฏิบัติการ พบการประสานขอความร่วมมือ การสนับสนุนด้านทรัพยากร และการเข้าร่วมในการบริหารตามลำดับ 3. การมีส่วนร่วมในผลประโยชน์ พบการมีส่วนร่วมในผลประโยชน์ทางสังคม และผลประโยชน์ส่วนบุคคล แต่ไม่พบผลประโยชน์ทางด้านวัตถุ 4. ไม่พบการมีส่วนร่วมในการประเมินผล พบปัญหาและอุปสรรคว่าการป้องกันอาชญากรรมในพื้นที่ขาดหน่วยงานผู้รับผิดชอบหลัก จำนวนเจ้าหน้าที่และผู้รักษาความปลอดภัยในชุมชนไม่เพียงพอ ขาดการบูรณาการการทางานร่วมกัน ประชาชนขาดความตระหนักถึงความสำคัญ และไม่ยอมรับการปฏิบัติหน้าที่ของผู้รักษาความปลอดภัย ในชุมชนเท่าที่ควร มีข้อเสนอแนะให้มีการกำหนดหน่วยงานผู้รับผิดชอบหลัก เปิดโอกาสให้ทุกภาคส่วนได้มีส่วนร่วมคิด ร่วมตัดสินใจและกำหนดนโยบาย บูรณาการการทำงาน ตลอดจนประเมิณผลการดาเนินงานร่วมกัน เพิ่มการสื่อสารและสร้างความเข้าใจอันดีระหว่างผู้รักษาความปลอดภัยในชุมชนกับประชาชน รวมถึงสร้างความตระหนักให้คนในชุมชนเห็นถึงความสำคัญในการมีส่วนร่วม |
| metadata.dc.description.other-abstract: | The purpose of this research was to study the participation, problems and obstacles, and the resolution of how to prevent the crime in the university town within the participation of the community security personnel. For the data collection procedure, the semi-structured interview was employed. 15 key informants consisted of representatives from a public sector, a private sector, and a people sector. The findings revealed that according to Cohen & Uphoff, four steps of participations were as follows: 1. There was no participation in decision making process. 2. The participation was by corporate with those who needed it, followed by the cooperative support, and the corporation in the management section respectively. 3. The participation was mostly the benefit of their own community and their personal benefits respectively, but no participation for the benefit in object. 4. There was no participation in the evaluation. For the problem and obstacle section, it showed that there was a lack of the main institution responsible for the security, the security staffs and officers to the area, the cooperation between each institution, the awareness among people in the village who still did not cooperate and accept the role of the community security as much as they should. It was suggested that there should be an institution responsible, and the community should be given more opportunities to be able to participate, make decision, co-create the policy, integrate the work, co-evaluate the work, enhance communication and understanding between the community security personnel and people, and raise the awareness of the importance of participation |
