| Abstract: | การศึกษาการเคลื่อนไหวทางสังคมของเกษตรกรชาวสวนยาง กรณีศึกษา สมาคมเกษตรกรชาวสวนยาง 16 จังหวัดภาคใต้ มีวัตถุประสงค์เพื่อ 1) ศึกษาการเกิดขึ้น และพัฒนาการ 2) ศึกษาหลักการ แนวความคิด อุดมการณ์ และแนวทางการเคลื่อนไหวทางสังคม และ 3) ศึกษาผลการเคลื่อนไหว ใช้วิธีวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลด้วยตนเอง ด้วยการสัมภาษณ์แบบเจาะลึกจากผู้เกี่ยวข้อง จำนวน 23 ท่าน การศึกษาเอกสาร และเก็บข้อมูลภาคสนามเป็นหลัก ผลการวิจัยพบว่า สมาคมเกษตรกรชาวสวนยาง 16 จังหวัดภาคใต้ยึดถือกระบวนการประชาธิปไตยแบบมีส่วนร่วม ต้องการให้การกำหนดนโยบายและมาตรการของภาครัฐใช้กระบวนการรับฟังความคิดเห็น และคำนึงถึงประโยชน์อย่างเป็นธรรมของผู้มีส่วนได้เสียทุกกลุ่ม ตลอดทุกห่วงโซ่อุปทานของยางพารา ต้องการให้กลไกตลาดทำงานอย่างเสรีให้มากที่สุด และยึดมั่นอย่างยิ่งต่อแนวคิดการพัฒนาอย่างยั่งยืน ขับเคลื่อนผ่านแนวคิดสวนยางยั่งยืนและการสร้างสุขภาวะชาวสวนยางให้สามารถพึ่งพาตนเองได้ การปรับแนวคิดและยุทธวิธีของสมาคมเกษตรกรชาวสวนยาง 16 จังหวัดภาคใต้ เริ่มจากแนวคิดและยุทธวิธีการสร้างพื้นที่วิชาการ ยุทธวิธีการเดินสองขา การสร้างแนวร่วมระดับชาติและระดับนานาชาติ การเข้าไปมีส่วนร่วมในการใช้อำนาจรัฐ เพื่อทำข้อเสนอเชิงนโยบาย ตามข้อเรียกร้องและความต้องการของเกษตรกรชาวสวนยาง โดยมีเป้าหมายเพื่อยกระดับรายได้และพัฒนาคุณภาพชีวิตเกษตรกรชาวสวนยาง |
| metadata.dc.description.other-abstract: | The objectives of the study are 1) to study the emergence and development of the social movement, 2) to study the principles, concepts, ideologies, and guidelines of the social movement, and 3) to study the results of the social movement. This study employed the qualitative research methods. Data were collected using the in-depth interviews with 23 stakeholders, a review of related documents, and field research. The results showed that the Rubber Planters Association of 16 Southern Provinces of Thailand adhered to the democratic process of participation. This association proposed the need for government policymaking and measures to be based upon the public opinions and the fair interests of all stakeholders in all rubber supply chains as well as the need for market mechanisms to operate as freely as possible and strongly adhere to the concept of sustainable development so that all the planters would be self-reliant. Furthermore, the adjustment of the concepts and strategies of the Rubber Planters Association of the 16 Southern Provinces of Thailand began with creating academic areas and two-legged strategy, building the national and international alliances, and participating in the government’s policymaking based upon the demands and needs of rubber planters with the aim of raising income and improving the quality of life of rubber planters |
