dc.description.abstract	การวิจัยนี้เป็นการวิจัยเชิงคุณภาพที่มีการเก็บข้อมูลเชิงปริมาณเพื่อนำมาเสริมการอภิปรายโดยมีวัตถุประสงค์เพื่อศึกษากระบวนการ ผลสำเร็จ และผลกระทบของการนำนโยบายการแก้ปัญหาการประมงให้เป็นไปตามข้อบังคับ IUU ไปปฏิบัติในพื้นที่จังหวัดชลบุรี โดยเน้นเฉพาะกลุ่มประมงพื้นบ้าน ผู้วิจัยทำการสัมภาษณ์เจ้าหน้าที่หน่วยงานของรัฐที่มีหน้าที่ในการดำเนินมาตรการฯ ที่เกี่ยวข้อง ประธานหรือตัวแทนชุมชน/หมู่บ้านประมงพื้นบ้าน และสำรวจข้อมูลโดยใช้แบบสอบถามชาวประมงพื้นบ้านที่อาศัยอยู่ในชุมชนชาวประมงพื้นบ้านจังหวัดชลบุรี จำนวน100 คน ผลการศึกษาพบว่า การดำเนินนโยบายของหน่วยที่รับผิดชอบในพื้นที่ ส่วนใหญ่เป็นไปตามตัวแบบที่ยึดหลักเหตุผลของการนำนโยบายไปปฏิบัติ (วรเดช จันทศร, 2540) โดยหน่วยงานในพื้นที่ได้รับมอบหมายภารกิจตามสายการบังคับบัญชาให้ดำเนินมาตรการที่ชัดเจน มีการชี้แจงเพิ่มเติมจากหน่วยงานที่มีหน้าที่ออกนโยบาย และมีการประสานงานระหว่างหน่วยงานที่เกี่ยวข้องเป็นครั้งคราว อย่างไรก็ตาม กระบวนการดำเนินนโยบายส่วนใหญ่ไม่พบว่ามีการวางแผน การควบคุมกับดูแล และการวัดผลจากหน่วยงานส่วนกลาง รวมทั้งไม่มีมาตรการในการให้คุณให้โทษผู้ปฏิบัติงานที่ชัดเจน แต่กระนั้นก็ตาม ผลการการดำเนินมาตรการต่างๆ ก็ ประสบความสำเร็จได้ตามที่กำหนด นอกจากนั้น ยังพบว่าการดำเนินมาตรการเป็นไปตามข้อบังคับ IUU มีผลกระทบต่อชาวประมงพื้นบ้านค่อนข้างน้อย เนื่องจากมาตรการที่ออกมามุ่งเน้นในการจัดระเบียบกับประมงพาณิชย์มากกว่า	en_US

dc.description.other-abstract	This is a qualitative research where quantitative data were collected to supplement the discussion. The purpose of this research was to investigate the process, the success, the impacts of the policy implementation on the combating with illegal, unreported and unregulated (IUU) fishing. Five local fishermen villages in Chon Buri Province were selected as the area of study. The researcher interviewed with respective government officials, village leaders and collected 100 questionnaires from local fishermen. The results of this research indicated that the policy implementation process was mostly consistent with the rational model of policy implementation (Woradech Chanthasorn, 1997) where local units were clearly assigned to the missions based on the chain of command. There was additional clarification from the units responsible for launching the policy. Moreover, the coordination between relevant units originated from time to time. However, the process seems to lack some key implementing activities, such as the planning and control, the monitoring and evaluation, and the reward-punishment mechanisms. Nevertheless, the results revealed that the implementation of the measures in agreement with the IUU regulations had relatively little impact on local fishermen since the launched measures focused more on organizing commercial fisheries	en_US
