Abstract:	การไฟฟ้าส่วนภูมิภาคได้มีการนำกลยุทธ์การจัดการภาครัฐแนวใหม่มาใช้ในการบริหารงานการไฟฟ้าส่วนภูมิภาค ตั้งแต่ปี พ.ศ. 2543 และใช้ต่อเนื่องเรื่อยมา แต่ไม่ปรากฏว่ามีการศึกษาวิจัยถึงการเปลี่ยนแปลงที่เกิดขึ้นและผลสัมฤทธิ์ของการนากลยุทธ์การจัดการภาครัฐแนวใหม่มาใช้ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการเปลี่ยนแปลงที่เกิดขึ้นจากการนำกลยุทธ์ การจัดการภาครัฐแนวใหม่มาใช้ในการบริหารงานการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคเหนือ จังหวัดลพบุรี 2) ศึกษาผลสัมฤทธิ์ของการนำกลยุทธ์การจัดการภาครัฐแนวใหม่มาใช้ในการบริหารงานการไฟฟ้า ส่วนภูมิภาคเขต 3 ภาคเหนือ จังหวัดลพบุรี วิธีการวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยใช้วิธีการเก็บข้อมูลด้วย การสัมภาษณ์เจาะลึกจากผู้ให้ข้อมูลหลัก 3 กลุ่ม ได้แก่ 1) ผู้บริหารของการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคเหนือ จังหวัดลพบุรี 2) ภาคเอกชน 3) ภาคประชาสังคม ผลการศึกษาพบว่า การนำกลยุทธ์การจัดการภาครัฐแนวใหม่มาใช้ในการบริหารงานการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคเหนือ จังหวัดลพบุรี ก่อให้เกิดการเปลี่ยนแปลงที่สำคัญ ได้แก่ 1) การกำหนดเกณฑ์ตัวชี้วัดผลการปฏิบัติงาน 2) การจ้างภาคเอกชนหรือบุคคลภายนอกเข้ามาร่วมปฏิบัติงานกับองค์การ 3) ข้อตกลงและการประเมินผลการปฏิบัติงานพนักงาน 4) การพัฒนาองค์การด้วยระบบเทคโนโลยีสารสนเทศ และผลสัมฤทธิ์ของการนำกลยุทธ์การจัดการภาครัฐแนวใหม่มาใช้ ได้แก่ ประชาชนผู้มารับบริการจากการไฟฟ้าส่วนภูมิภาคเขต 3 ภาคเหนือ จังหวัดลพบุรี มีความพึงพอใจ มากขึ้น และทำให้ผลการปฏิบัติงานบรรลุความสาเร็จเป็นไปตามวัตถุประสงค์ที่ต้องการ
metadata.dc.description.other-abstract:	The Provincial Electricity Authority has adopted a new public management strategy for the administration of the Provincial Electricity Authority since 2000. Such strategy has been continuously used, but a study on the results and the effectiveness of the new public management strategy has never been conducted. The purpose of this research is, therefore, aimed at studying the results and the achievement from the implementation of the new public management strategy in the administration of Provincial Electricity Authority, Region 3, Northern Region, Lopburi Province. This study employed qualitative research methods. Data were collected through the in-depth interviews with three key informants including administrators of the Provincial Electricity Authority in Region 3, Northern Region, Lopburi Province, the private sector, and the civil society. The study found that the implementation of the new management strategy had created significant changes including 1) the specification of the key performance indicators, 2) the collaboration with the private sector or the third parties, 3) the use of employee performance evaluation, 4) the development of the organization’s information technology systems. Furthermore, the achievement of the implementation of the new public management strategy could be clearly reflected from the customers’ high level of satisfaction which indicated that the use of this new strategy was successful
