dc.description.abstract	วัตถุประสงค์ของงานวิจัยฉบับนี้ เพื่อศึกษาความพร้อมรับการตรวจสอบของ กสทช. (ทาง ด้านกฎหมาย ทางการบริหาร และทางสาธารณะ) โดยศึกษาการใช้อำนาจหน้าที่ และการตอบสนอง รวมถึงปัจจัยที่ส่งผลต่อความพร้อมรับการตรวจสอบของ กสทช. เพื่อเป็นการพัฒนาองค์ความรู้ทางด้านความพร้อมรับการตรวจสอบให้เหมาะสมกับองค์การต่างๆในบริบทของประเทศไทย ผู้วิจัยเลือกใช้การวิจัยเชิงคุณภาพแบบกรณีศึกษา โดยใช้เครื่องมือในการเก็บข้อมูล 3 แบบ คือ สืบค้นข้อมูลประเภทเอกสาร การสังเกตแบบมีส่วนร่วม และการสัมภาษณ์แบบเจาะลึก โดยแบ่งผู้ให้ข้อมูลเป็น 3 กลุ่ม คือ ผู้ตรวจสอบแบบทางการ ผู้ตรวจสอบแบบไม่เป็นทางการ และผู้รับการตรวจสอบตามหลักสามเส้า (Triangulations) (Creswell, 2007) ทางด้านข้อมูล และระเบียบวิธีวิจัย ผลวิจัยวิเคราะห์ด้วยกรอบแนวคิดของความพร้อมรับการตรวจสอบแบบผสม (Hybrid Framework) ของ Romzek And Dubnick (1991) พบว่า กสทช.ให้ความสำคัญกับความพร้อมรับการตรวจสอบแบบที่เป็นทางการ (Formal Accountability) คือ ทางด้านกฎหมายเป็นหลัก แต่ให้ความ สำคัญกับความพร้อมรับการตรวจ สอบสาธารณะไม่มากนัก และปัจจัยที่ส่งผลต่อความพร้อมรับการตรวจสอบของ กสทช. คือปัจจัยที่เกี่ยวกับอำนาจ อิทธิพลทางการเมือง และทางธุรกิจ รวมถึงปัจจัยทางด้านวัฒนธรรม บรรทัดฐานทางสังคม ทัศนคติ ความเชื่อแบบดั้งเดิม ซึ่งมีผลต่อพฤติกรรม และการตอบสนองต่อความพร้อมรับการตรวจสอบของ กสทช. มากที่สุด มีการฟ้องร้องนักวิชาการ และสื่อมวลชนด้วยคดีหมิ่นประมาทในการแสดงทัศนะทางวิชาการเกี่ยวกับการปฏิบัติหน้าที่ของคณะ กรรมการกิจการโทรคมนาคม (กทค.) เสียงข้างมาก แต่ยังมีกรรมการเสียงข้างน้อยที่ให้ความสำคัญ กับความพร้อมรับการตรวจสอบสาธารณะอย่างจริงจัง	en_US

dc.description.other-abstract	The objectives of this research are to study the accountability of NBTC. (Such as legal, administrative and public accountability). The study on the use of authority, the response and the factors that affect the accountability of NBTC. To contribute and develop the knowledge of accountability for organizations in Thailand. Using the qualitative case study research to collecting the information from using the documents and the websites for the data collection, participatory observation and in-depth interviewed for triangulation rule (Creswell, 2007) of methodology and data. The results were analyzed by hybrid framework of accountability (Romzek and Dubnick, 1991). The findings indicated that NBTC have given priority to formal accountability (authority, legislation, rules, and regulations) over public accountability. The power of political and business influence from military, interest groups or stakeholders including cultural factors that reflects the attitudes, beliefs, social norms of Thai people are the factors that most affect behavior and response to accountability of NBTC. Some of them prosecuted against journalists and scholars in defamation cases for the academic perspective about their action, but also the minority of commissioners give priority of public accountability very seriously	en_US
