Abstract:	การวิจัย ประเมินผลหน่วยงานในกำกับด้านสาธารณสุขของไทย: ศึกษาการประเมินผลสำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) มีวัตถุประสงค์เพื่อ (1) ประเมินผลสัมฤทธิ์ของการดำเนินงานในระดับผลลัพธ์ และผลกระทบ (2) ศึกษาความสัมพันธ์ระหว่าง ปัจจัยนำเข้า กระบวนการ ที่มีผลต่อ ผลผลิต ผลลัพธ์และผลกระทบ (3) เสนอแนะแนวทางการพัฒนาและปรับปรุงผลการดำเนินงาน โดยใช้ระเบียบวิธีวิจัยแบบผสม (Mixed Method) ตามตัวแบบ Explanatory Sequential Mixed Method ที่มีการออกแบบวิจัยเป็น 2 ช่วง คือ ช่วงแรก การศึกษาเชิงปริมาณโดยใช้แบบสอบถามและวิเคราะห์ข้อมูล ช่วงที่สอง การศึกษาเชิงคุณภาพโดยการนำผลที่วิเคราะห์ได้จากการศึกษาเชิงปริมาณมาออกแบบสัมภาษณ์เชิงลึก การรวบรวมข้อมูลเชิงปริมาณจากการตอบแบบสอบถามของกลุ่มตัวอย่างคือ เจ้าหน้าที่สำนักงานหลักประกันสุขภาพแห่งชาติ และอนุกรรมการหลักประกันสุขภาพแห่งชาติระดับเขต (อปสข.) ภาคประชาชน จำนวน 285 คน และการรวบรวมข้อมูลเชิงคุณภาพ จากการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้เป็นแบบสอบถามประมาณค่า และแบบสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลเชิงปริมาณโดยการหาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การหาค่าสัมประสิทธิ์สหสัมพันธ์ และ การวิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เนื้อหา และตีความ (interpretation) ผลการวิจัยสรุป ได้ดังนี้ สำนักงานหลักประกันสุขภาพแห่งชาติ มีวัตถุประสงค์การดำเนินงานที่สอดคล้องกับ พระราชบัญญัติหลักประกันสุขภาพแห่งชาติ พ.ศ. 2545 โดยพบว่า (1) ผลสัมฤทธิ์ของการดำเนินงานในระดับผลลัพธ์ และผลกระทบ อยู่ในระดับมาก (2) ความสัมพันธ์ระหว่าง ปัจจัยนำเข้า กระบวนการ ที่มีผลต่อผลผลิต ผลลัพธ์ และผลกระทบ อยู่ในระดับปานกลางถึงสูงมาก โดยปัจจัยด้านกระบวนการ มีความสัมพันธ์กับผลลัพธ์ในระดับมากที่สุด (3) ข้อเสนอแนะ การปรับปรุงและพัฒนาผลลัพธ์ของการดำเนินงานให้ดียิ่งขึ้นควรให้ความสำคัญกับปัจจัยด้านกระบวนการ และควรนำตัวแบบเกณฑ์คุณภาพแห่งชาติ (Thailand Quality Award: TQA) มาใช้เป็นเครื่องมือในการพัฒนาต่อไป
metadata.dc.description.other-abstract:	Evaluation Autonomous Public Health Organization in Thai: Study to National Health Security Organization (NHSO), aimed as follows; first, to evaluate performance output with the outcome and impact. Second, to explores the relationship between inputs, processes, outputs, outcomes, and impacts. Last, to recommend the way to develop and improve for increasing the high quality of performance. This research used an explanatory sequential mixed method. The quantitative approach, populations were the officers who work in NHSO, and regional broad. The sampling was used quota sampling for 285 samples. Additionally, collective data used the questionnaires, and statistics that used for data analysis were percentages, mean standard deviation, and correlation. The qualitative method, population were conducted wi. th the expertise (n = 9). Collective data provided the Likert's method and the in-depth interview to describe and interpret the analysis of the data. Content analysis and interpretation were used to identify the quality data. Research result expresses that having well collaborated and organized between NHSO branches and NHSO head office. The findings were as follow; the former, the performance outcome was in high level. The letter, the relationship between inputs, processes and outputs and outcomes were at the moderate to high level, and between the processes and outcomes were at the highest level. For raising the improval and developmental the result of performances should concern about the processing factor. Suggestion to develop and improve to increase performance by improve processes and used tool TQA
