| Abstract: | งานวิจัยชิ้นนี้เป็นการศึกษาว่าด้วย การจัดการปกครองแบบร่วมมือกันในโครงการยกระดับ เศรษฐกิจและสังคมรายตำบลแบบบูรณาการ 1 ตำบล 1 มหาวิทยาลัย (มหาวิทยาลัยสู่ตำบล สร้าง รากแก้วให้ประเทศ : University to Tambon Project: U2T ต่อจากนีMเรียกย่อว่า โครงการ U2T) โดยศึกษาในพื้นที่ตำบลสำเภาล่ม จังหวัดพระนครศรีอยุธยา ระหว่างวันที่ 1 มกราคม ถึงวันที่ 31 ธันวาคม พ.ศ. 2564 มีวัตถุประสงค์ 2 ประการคือ 1) เพื่อศึกษาความเป็นมาและวิธีการดำเนินการ ของโครงการ U2T และ 2) เพื่่อศึกษาการจัดการปกครองแบบร่วมมือกันในโครงการ U2T งานชิ้นนี้ เป็นงานวิจัยเชิงคุณภาพ โดยใช้ระเบียบวิธีวิจัยเชิงเอกสาร การสังเกตการณ์แบบมีส่วนร่วม และการ สัมภาษณ์เจาะลึกูผู้ใูห้ข้อมูลคนสำคัญ ผลการศึกษาพบว่า 1) ความเป็นมาและวิธีการดำเนินการของโครงการ U2T สำเภาล่ม ได้รับการกำหนดทิศทางจากภายนอก นำไปสู่การปฏิบัติในพื้นที่โดยเกิดจากหัวหน้าโครงการ เล็งเห็นถึงสภาพแวดลอ้ มและศักยภาพของตำบล ที่สอดคล้องกับเป้าหมายของโครงการ 2) การ จัดการปกครองแบบร่วมมือกันในโครงการ U2T ตำบลสำเภาล่ม มีภาคส่วนที่สำคัญในการ ดำเนินการ 3 ภาคส่วน ได้แก่ ภาครัฐ ภาคสถาบันการศึกษา และภาคชุมชน โดยอาศัยรูปแบบวิธีการ จัดการปกครองแบบร่วมมือกัน ในลักษณะผสมผสานหลายรูปแบบ ตามความสัมพันธ์ระหว่างภาค ส่วน นำมาซึ่งความราบรื่นในการร่วมมือกัน และสำหรับความเปลี่ยนแปลงที่เกิดขึ้นนั้น ในมิติของ ผลผลิต ประสบผลสำเร็จอย่างดี ส่วนในมิติของผลลัพธ์ ยังไม่อาจบรรลุเป้าหมายของความยั่งยืนได้ |
| metadata.dc.description.other-abstract: | This study investigated the collaborative governance employed in the Integrated Subdistrict Economic and Social Enhancement Project (1 Tambon – 1 University Project or U2T) in Sam Phao Lom Subdistrict, Phra Nakhon Sri Ayutthaya Province from January 1st to December 31st, 2021. The objectives of the study were to 1) study the background and procedure of the project and 2) investigate the collaborative governance employed in the project. This study employed qualitative research methods which included the documentary research, participant observation, and in-depth interview with key informants. The results showed that 1) the project was planned and initiated by the project leader who had realized that the environment and potential of this subdistrict could fulfill the objectives of the project; 2) There were three important sectors involved in the collaborative governance of the project, namely the public sector, the educational institutions, and the community sector. Each sector had to work together to bring changes and development to the community. The project could be considered successful in terms of the productivity. Nevertheless, the project needed to develop further in terms of the sustainability |
