dc.description.abstract	การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการบริหารจัดการกองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยีตามแนวทางการจัดการภาครัฐแนวใหม่ และ 2) ปัจจัยข้อมูลพื้นฐานส่วนบุคคลและลักษณะงานของข้าราชการที่ส่งผลต่อการบริหารจัดการกองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยีตามแนวทางการจัดการภาครัฐแนวใหม่ อันจะทำให้ได้ 3) ข้อเสนอแนวทางการส่งเสริมการบริหารจัดการที่เสริมสร้างคุณค่าให้กับองค์การ ใช้วิธีการวิจัยแบบผสมระหว่างเชิงปริมาณและเชิงคุณภาพเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างที่เป็นข้าราชการตำรวจสังกัดกองบัญชาการกองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยี จำนวน 230 คน วิเคราะห์ข้อมูลด้วยสถิติพรรณนาคือ ค่าจำนวน ค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานความแตกต่างของตัวแปร และทดสอบรายคู่ด้วยวิธี LSD วิธีวิเคราะห์เชิงคุณภาพใช้การวิเคราะห์องค์ประกอบของปัจจัย ผลการศึกษาพบว่าระดับการบริหารจัดการกองบัญชาการตารวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยีตามแนวทางการจัดการภาครัฐแนวใหม่ในภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย 3.70 ค่าเบี่ยงเบนมาตรฐาน 0.627) โดยปัจจัยข้อมูลพื้นฐานส่วนบุคคลและลักษณะงานในทุกด้าน ได้แก่ ด้านเพศ อายุ สถานภาพ เงินเดือนระดับชั้นยศ ตำแหน่งงาน ระยะเวลาในการปฏิบัติงานและกลุ่มงานที่สังกัดมีการบริหารจัดการกองบัญชาการตารวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยีตามแนวทางการจัดการภาครัฐแนวใหม่ไม่ต่างกัน ที่ระดับนัยสาคัญทางสถิติ 0.05 นอกจากนี้ พบว่า กองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยี มีการบริหารจัดการภาครัฐแนวใหม่ด้านการเน้นวินัยและความประหยัดในการใช้ทรัพยากร มากที่สุด เนื่องจากหน่วยงานมีการจัดทำแผนการจัดสรรทรัพยากรโดยคำนึงถึงหลัก ความประหยัด คุ้มค่า และเป็นไปตามระเบียบการใช้จ่ายงบประมาณ พ.ศ.2562 และแนวทางการบริหารงบประมาณ ผลลัพธ์จากการวิจัยนี้จึงเป็นแนวทางที่มีค่าในการส่งเสริมการพัฒนาในองค์การในการสร้างสภาพแวดล้อมสนับสนุนการบริหารจัดการภายในองค์การให้เป็นไปตามแนวทางการจัดการภาครัฐแนวใหม่	en_US

dc.description.other-abstract	This study aims to investigate 1) the level of management at the Criminal Investigation Department in handling technology-based criminal investigations following the new public sector management approach, and 2) personal data factors and job characteristics of government officials affecting the management of the Criminal Investigation Department in handling technology-based criminal investigations in line with the new public sector management approach. The study intends to achieve 3) proposed guidelines to promote management practices that enhance organizational value. A mixed-methods research approach was employed, collecting data from a sample group of 230 police officers affiliated with the Criminal Investigation Department. Quantitative analysis involved statistical measures such as counts, means, standard deviations, and hypothesis testing for variable differences using LSD method. Qualitative analysis focused on examining the components of study factors. The findings reveal that the overall level of management at the Criminal Investigation Department in handling technology-based criminal investigations following the new public sector management approach is high (mean 3.70, standard deviation 0.627). Personal data factors and job characteristics, including gender, age, marital status, salary level, job position, tenure, and department affiliation, showed no significant differences in the management practices of the Criminal Investigation Department in handling technology-based criminal investigations at the 0.05 statistical significance level. Additionally, the research discovered that the Criminal Investigation Department emphasizes discipline and resource efficiency in managing the new public sector management approach. This emphasis is attributed to the organization's development of resource allocation plans considering principles of efficiency, cost-effectiveness, and compliance with budgetary regulations in 2022. The study's results provide valuable insights for promoting development within organizations and creating an environment that supports management practices aligned with the new public sector management approach.	en_US
