dc.description.abstract	การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ประเมินคุณภาพซอฟต์แวร์ระบบการเบิกเงินสวัสดิการค่ารักษาพยาบาลของสำนั กงานคณะกรรมการการเลือกตั้ง (สนง.กกต.) 2) ประเมินคุณภาพการใช้งานระบบการเบิกเงินสวัสดิการค่ารักษาพยาบาลของ สนง.กกต. 3) ศึกษาความต้องการ/ความคาดหวังให้ สนง.กกต. พัฒนาซอฟต์แวร์และกระบวนการใช้งานว่ามีอิทธิพลต่อคุณภาพการใช้งานหรือไม่ โดยใช้แบบจำลองคุณภาพซอฟต์แวร์และคุณภาพการใช้งานระบบซึ่งประยุกต์จากกรอบมาตรฐาน ISO/IEC 25010 เก็บรวบรวมข้อมูลด้วยแบบสอบถามจากกลุ่มตัวอย่างของ สนง.กกต. สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ 1) สถิติเชิงพรรณนา ได้แก่ ค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐาน และ 2) สถิติอ้างอิงใช้ทดสอบสมมติฐาน คือ การวิเคราะห์ถดถอยเชิงเส้นแบบพหุ ผลการวิจัยพบว่า การประเมินคุณภาพซอฟต์แวร์ระบบด้านความเหมาะสมในการใช้งานมีค่าเฉลี่ยมากที่สุด การประเมินคุณภาพการใช้งานระบบพบว่าด้านการปลอดพ้นจากความเสี่ยงและด้านความครอบคลุมตามบริบทการใช้งานมีค่าเฉลี่ยมากที่สุด ในส่วนของความต้องการ/คาดหวังพบว่าการบำรุงรักษาระบบมีค่าเฉลี่ยมากที่สุด ผลการทดสอบสมมติฐานทำให้ได้สมการทั้งสิ้น 10 สมการ โดยคุณภาพซอฟต์แวร์ระบบมีอิทธิพลต่อคุณภาพการใช้งานอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ดังนี้ ด้านความมีประสิทธิภาพ (R2 = .845) ด้านความมีประสิทธิผล (R2 = .834) ด้านความพึงพอใจ (R2 = .838) ด้านการปลอดพ้นจากความเสี่ยง (R2 = .797) และด้านความครอบคลุมตามบริบทการใช้งาน (R2 = .776) ส่วนความต้องการ/ความคาดหวังให้ สนง.กกต. พัฒนาปรับปรุงซอฟต์แวร์และกระบวนการใช้งานมีอิทธิพลต่อคุณภาพการใช้งานอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ดังนี้ ด้านความมีประสิทธิภาพ (R2 = .798) ด้านความมีประสิทธิผล (R2 = .842) ด้านความพึงพอใจ (R2 = .842) ด้านการปลอดพ้นจากความเสี่ยง (R2 = .842) และด้านความครอบคลุมตามบริบทการใช้งาน (R2 = .705)	en_US

dc.description.other-abstract	The objectives of this thesis were 1) to evaluate the software quality of the healthcare benefits reimbursement system of the Office of the Election Commission of Thailand (OECT), 2) to evaluate the quality of use of the healthcare benefits reimbursement system of the OECT, and 3) to examine the demands and expectations for the OECT in the software development and its process of use to determine whether they affect the quality of use by utilizing the model of the software and the quality of use based on the application of ISO/IEC 25010 standard framework. Data were collected using questionnaires from a sample of the OECT officers. The statistics used for data analysis include 1) descriptive statistics, consisting of mean and standard deviation, and 2) inferential statistics for testing hypotheses, which is multiple linear regression analysis. The findings indicated that the evaluation of software quality regarding functional usability received the highest average score. The assessment of the quality of use of the system showed that the aspects of freedom from risk and context coverage received the highest average scores. In terms of demands and expectations, maintainability received the highest average score. The hypothesis testing resulted in ten equations, illustrating that the software quality affected the quality of use at a statistical significance level of .05, shown as follows: efficiency (R2 = .845), effectiveness (R2 = .834), satisfaction (R2 = .838), freedom from risk (R2 = .797) and context coverage (R2 = .776). The demands and expectations for the OECT to develop the software and its process of use significantly affect the quality of use at a statistical significance level of .05, revealed as follows: efficiency (R2 = .798), effectiveness (R2 = .842), satisfaction (R2 = .842), freedom from risk (R2 = .842) and context coverage (R2 = .705).ฟ	en_US
