| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาถึงสภาพปัญหา อุปสรรคต่อการมีส่วนร่วมของภาคประชาชนในการแก้ไขฟื้นฟูผู้กระทำผิดในชุมชนของกรมคุมประพฤติ ในศูนย์คุมประพฤติภาคประชาชนเขตสายไหม เพื่อให้ได้ข้อเสนอแนะแนวทางในการแก้ไขปัญหาอุปสรรคเพื่อส่งเสริมและสนับสนุนการมีส่วนร่วมของภาคประชาชนในการแก้ไขฟื้นฟูผู้กระทำผิดในชุมชนของกรมคุมประพฤติในศูนย์คุมประพฤติภาคประชาชนเขตสายไหม การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการศึกษาค้นคว้าเอกสาร และการวิจัยภาคสนาม ประกอบด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่มผู้ให้ข้อมูลสำคัญ จำนวน 14 คน โดยเลือกแบบเจาะจงผู้ให้ข้อมูลสำคัญ ประกอบไปด้วย ผู้บริหาร ผู้บริหารระดับกลาง บุคลากรกรมคุมประพฤติ นักวิชาการด้านคุมประพฤติ อาสาสมัครคุมประพฤติ ภาคประชาชน และเจ้าหน้าที่ตำรวจ เครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์ การวิเคราะห์ข้อมูลเป็นการวิเคราะห์เนื้อหา ผลการวิจัยพบว่าสภาพปัญหา อุปสรรคต่อการมีส่วนร่วมของภาคประชาชนในการแก้ไขฟื้นฟูผู้กระทำผิดในชุมชนคือ (1) ด้านคุณลักษณะของประชากรในเขตพื้นที่กรุงเทพมหานคร (2) ด้านการบูรณาการของหน่วยงานภาคีในพื้นที่ (3) ด้านงบประมาณไม่เพียงพอในการจัดตั้งและดำเนินโครงการ (4) ด้านศักยภาพในการแก้ไขฟื้นฟูผู้กระทำผิดของอาสาสมัครคุมประพฤติ จึงมีข้อเสนอแนะให้ส่งเสริมการมีส่วนร่วมของภาคประชาชน ตลอดจนภาคเอกชน บูรณาการการทำงานกับหน่วยงานที่เกี่ยวข้อง จัดสรรงบประมาณที่เพียงพอในการดำเนินงาน และพัฒนาศักยภาพของบุคลากรควบคู่กันไปด้วย | en_US |

| dc.description.other-abstract | This research aimed to study the problems and obstacles related to the participation of the public sector in rehabilitating offenders in the community of the Probation Department Saimai Probation Office (Community Centre) to obtain recommendations for solving the obstacles to promote and support public participation in rehabilitating offenders in the communities of the Probation Department at Saimai Probation Office (Community Centre). This is a qualitative study conducted through documentary research and in-depth interviews with 14 key informants chosen by purposive sampling. These key informants consisted of central executives, probation officers, probation academics, volunteer probation officers, and police officers. The research tool was an interview form, and the data were analyzed through content analysis. The research revealed that problems and obstacles of public participation in rehabilitating offenders in the communities of the Probation Department in Saimai Probation Office (Community Centre) were (1) the characteristics of the population in the Bangkok area, (2) the integration of partner agencies in the area, (3) insufficient budget, (4) the potential of volunteer probation officers. The suggestion from the research is that the Department of Probation should work iteratively with related organizations and allocate a budget along with the development of personnel potentiality for a control and surveillance | en_US |
