| Abstract: | การศึกษาวิจัยเรื่อง “แนวทางการกำกับดูแลการนำเสนอของสื่อวิทยุโทรทัศน์ไทยอย่างมีธรรมาภิบาล” มีวัตถุประสงค์เพื่อ 1) ศึกษาและวิเคราะห์ธรรมาภิบาลในการกำกับดูแลกันเองของสื่อวิทยุโทรทัศน์ไทย 2) บริบทวัฒนธรรมสังคมและเศรษฐศาสตร์การเมืองของสังคมไทยที่มีผลต่อธรรมาภิบาลในการนำเสนอของสื่อวิทยุโทรทัศน์ไทย 3) ธรรมาภิบาลในการนำเสนอของสื่อวิทยุโทรทัศน์ไทยในปัจจุบันตามมาตรฐานสากลของหลักธรรมาภิบาลสื่อ และ 4) แนวทางในการกำกับดูแลสื่อวิทยุโทรทัศน์ไทยเพื่อให้มีธรรมาภิบาลตามมาตรฐานสากล และเหมาะสมกับบริบทของสังคมไทย โดยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพด้วยการวิเคราะห์เอกสาร การสัมภาษณ์กึ่งโครงสร้าง และการสนทนากลุ่ม มีอำนาจการอธิบายอยู่ในขอบเขตการเผยแพร่ทางสื่อวิทยุโทรทัศน์ของประเทศไทยที่ยึดตามความเป็นปัจจุบันของกฎหมายที่มีการบังคับใช้ อาศัยวิธีการวิเคราะห์เนื้อหาขององค์ประกอบตัวแปรร่วมกับข้อมูลจากเอกสาร และใช้วิธีการตีความสำหรับข้อมูลที่ได้จากการสัมภาษณ์ โดยใช้วิธีในการตรวจสอบข้อมูลแบบสามเส้า ผลการวิจัยพบว่า ความท้าทายที่สำคัญในการกำกับดูแลสื่อวิทยุโทรทัศน์ของประเทศไทยเกิดจากการทับซ้อนของอำนาจเชิงโครงสร้างที่ขัดขวางการกำกับดูแลตนเอง มาตรฐานทางจริยธรรมที่อ่อนแอ การมีส่วนร่วมของภาคประชาสังคมที่จำกัด และความไม่มั่นคงทางการเมืองที่ทำให้เกิดการเซ็นเซอร์ตนเอง วัฒนธรรมของระบบราชการส่งผลกระทบต่อหน่วยงานกำกับดูแล และอิทธิพลของสื่อสังคมออนไลน์ก็มีส่วนทำให้เกิดปัญหาห้องแห่งเสียงสะท้อน ความกดดันด้านความนิยมส่งผลต่อคุณภาพของเนื้อหา ในขณะที่ความเหลื่อมล้ำในการเข้าถึงเทคโนโลยีส่งผลกระทบต่อความสามารถในการเลือกบริโภคสื่อ คำจำกัดความทางกฎหมายที่กว้างอาจเสี่ยงต่อมาตรการที่ใช้ดุลยพินิจซึ่งขาดความโปร่งใส ความไม่เท่าเทียมกันในการกำกับดูแลระหว่างวิทยุโทรทัศน์และสื่อดิจิทัลทำให้เกิดความซับซ้อนด้านกฎระเบียบ |
| metadata.dc.description.other-abstract: | The research on “Media Governance Guidelines for Thai Television Broadcasting” aims 1) to scrutinize and assess the situation of Media Governance in Self-Regulation principles adopted by Thai television, 2) to examine the influence of cultural, Social, and political-Economic contexts on Media Governance, 3) to evaluate current Governance practices under international Media Governance Standards, and 4) to formulate contextually appropriate Guidelines aligning with international Standards. The study employs qualitative methods, including document analysis, semi-structured interviews, and Focus Groups within the legal scope of Thai television. Content analysis dissects variable components, and interpretive methods are used to analyze data from interviews. Triangulation ensures the reliability and validity of findings through crossverification. The research identifies key challenges in Thai television Broadcasting Governance, including the structural Power overlaps hindering Self-Regulation, Weak ethical Standards, limited Civil Society participation, and political instability causing self-censorship. Bureaucratic Culture affects Regulatory entities, and Social Media influence contributes to echo chambers. Popularity pressures compromise content quality, while technology access inequalities impact Media consumption choices. Broad legislative definitions may risk discretionary measures lacking transparency. Supervision disparities among radio, television, and Digital Media contribute to Regulatory complexities |
