dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสภาพพื้นที่สาธารณะในเขตเทศบาลนครอุดรธานีว่ามีความปลอดภัยสำหรับผู้ใช้บริการ โดยเฉพาะสตรีและกลุ่มเปราะบางอื่นมากน้อยเพียงใด (2) เพื่อศึกษาเทศบาลนครอุดรธานีเปิดโอกาสให้สตรีและกลุ่มเปราะบางอื่นเข้าไปมีส่วนร่วมในการจัดการพื้นที่สาธารณะอย่างไรบ้าง และ (3) เพื่อศึกษาเทศบาลนครอุดรธานีสามารถเปิดโอกาสให้สตรีและกลุ่มเปราะบางอื่นเข้าไปมีส่วนร่วมในการจัดการพื้นที่สาธารณะได้อย่างไรบ้าง โดยเป็นการศึกษาเชิงคุณภาพ ด้วยวิธีการสัมภาษณ์เชิงลึกกับบุคลากรจากหน่วยงานรัฐ เอกชน และภาคประชาชนที่เกี่ยวข้องในการบริหารจัดการพื้นที่สาธารณะ จำนวน 40 คน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการพรรณนา ผลการวิจัยพบว่า ในช่วง 5 ปีที่ผ่านมา พื้นที่สาธารณะในเขตเทศบาลนครอุดรธานีมีการเปลี่ยนแปลงเพื่อให้เกิดความปลอดภัยแก่สตรีและกลุ่มเปราะบางอื่นอย่างต่อเนื่อง โดยผ่านนโยบายต่าง ๆ ได้แก่ การพัฒนาเมืองให้เกิดความปลอดภัย การซ่อมแซมถนนและทางเท้า การเพิ่มหลอดไฟและกล้องวงจรปิด ในส่วนการเปิดโอกาสให้มีส่วนร่วม ดำเนินการผ่านช่องทางต่าง ๆ ได้แก่ เสียงตามสาย วิทยุชุมชน การเข้าร่วมประชุมแผนพัฒนาท้องถิ่น การเข้าร่วมกิจกรรม โทรศัพท์พื้นฐาน และการส่งจดหมาย โดยในปี 2565 ได้มีการเพิ่มช่องทางผ่านการส่งเสริมให้เกิดการจัดตั้งสภาพลเมืองของแต่ละชุมชน และการสื่อสารสองทางผ่านระบบสารสนเทศ เช่น Facebook, Line และ TikTok เป็นต้น อีกทั้งในอนาคตยังมีแผนการจัดทำระบบเครือข่ายสารสนเทศเพื่อสร้างความปลอดภัยอย่างต่อเนื่อง อย่างไรก็ตาม ยังมีปัจจัยอื่นที่จะทำให้สตรีและกลุ่มเปราะบางมีส่วนร่วมในการพัฒนาพื้นที่สาธารณะเพิ่มมากขึ้น ได้แก่ ค่าเดินทาง ค่าตอบแทน การให้ความรู้เกี่ยวกับการมีส่วนร่วม การปรับรูปแบบการเปิดโอกาสจากตัวแทนเป็นผู้มีส่วนได้เสียโดยตรง รวมถึงการจัดการประชุมแบบออนไลน์ และการจัดหาอุปกรณ์อำนวยความสะดวกในการดำเนินกิจกรรมต่าง ๆ	en_US

dc.description.other-abstract	This research aims to (1) study the conditions of public spaces within Udon Thani Municipality to assess the public safety for women and other vulnerable groups, (2) investigate how Udon Thani Municipality provides opportunities for women and vulnerable groups to participate in managing public spaces, and (3) explore how the municipality can further enhance opportunities for these groups to participate in public space management. The study is qualitative research conducted through in-depth interviews with 40 individuals from the government, private sector, and community members involved in public space management. The data analysis involves thematic analysis. The research has found that over the past five years, public spaces in Udon Thani Municipal areas have undergone continuous changes aimed at enhancing safety for women and other vulnerable groups. These changes have been achieved through various policies, including urban development for safety, repairing roads and sidewalks, and installing more streetlights and CCTV cameras. Additionally, opportunities have been opened up through initiatives such as following patrol teams, community radio, participating in local development planning meetings, joining activities, telephone, and letters. In 2022, new channels were added by promoting the establishment of community councils and two-way communication through information systems such as Facebook, Line, TikTok, etc. Furthermore, there are plans to develop a continuous safety information network system. However, there are still other factors contributing to increasing the involvement of women and vulnerable groups in developing public spaces, such as travel costs, compensation, providing knowledge about participation, adjusting opportunities directly through representatives, online meeting management, and providing convenient equipment for various activities	en_US
