dc.description.abstract	การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาบทบาทองค์การภาครัฐในการผลักดันวาระนโยบายการส่งเสริมการท่องเที่ยวเมืองเก่าที่มีชีวิต เพื่อวิเคราะห์ปัจจัยที่เป็นแรงผลักในกระบวนการผลักดันวาระนโยบายการส่งเสริมการท่องเที่ยวเมืองเก่าที่มีชีวิต และเพื่อเสนอแนวทางการขับเคลื่อนการผลักดันวาระนโยบายการส่งเสริมการท่องเที่ยวเมืองเก่าที่มีชีวิต การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ศึกษาจากเอกสาร หนังสือ ตำรา และงานวิชาการที่เกี่ยวข้อง โดยสัมภาษณ์เชิงลึกผู้ให้ข้อมูลจากภาครัฐและภาคประชาสังคมในพื้นที่ และสนทนากลุ่ม รวมทั้งสัมภาษณ์กลุ่มเป้าหมาย ได้แก่ ประชาชน ผู้นำชุมชน เจ้าหน้าที่รัฐ และภาคเอกชน โดยวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา และการวิเคราะห์เชิงพรรณนา สรุปผลการศึกษาพบว่า 1) หน่วยงานภาครัฐในส่วนกลางและส่วนภูมิภาคมีบทบาทสำคัญในเชิงการกำหนดนโยบายและแนวทางการวางแผนตามแนวคิดจากบนลงล่าง ส่วนองค์กรปกครองส่วนท้องถิ่นและภาคประชาสังคมมีบทบาทสำคัญในการรวบรวมความต้องการ สร้างความตระหนักรู้ และส่งเสริมการมีส่วนร่วมในเชิงพื้นที่ 2) ปัจจัยสำคัญที่ผลักดันวาระนโยบายคือกระบวนการมีส่วนร่วมในการวางแผนแบบปรึกษาหารือ โดยการจัดเวทีสาธารณะเพื่อรับฟังความคิดเห็นจากประชาชน ชุมชน และผู้เชี่ยวชาญ ซึ่งเป็นกลไกที่ช่วยสร้างแรงผลักในกระแสวาระนโยบาย 3) แนวทางการขับเคลื่อนนโยบายควรเน้นการขับเคลื่อนด้วยการสร้างบทบาทผู้นำร่วมและผู้ประสานนโยบาย โดยการจัดตั้งคณะกรรมการขับเคลื่อนเมืองเก่าระดับจังหวัดในลักษณะพหุภาคี จัดตั้งศูนย์ข้อมูลเมืองเก่าเพื่อการตัดสินใจเชิงหลักฐาน และสร้างแผนบูรณาการร่วมระหว่างท้องถิ่นและส่วนกลาง เพื่อสนับสนุนการกำหนดวาระนโยบายจากล่างขึ้นบน	en_US

dc.description.other-abstract	This study aims to examine the role of governmental agencies in advancing the Policy agenda for promoting “living heritage cities,” to analyze the driving factors behind the agendasetting process, and to propose strategic approaches for advancing such Policy agendas. This research adopts a qualitative methodology, utilizing document analysis from academic literature, Policy documents, and related scholarly works. In-depth interviews were conducted with key informants from government agencies and civil society organizations, alongside focus group discussions and interviews with local stakeholders, including citizens, community leaders, public officials, and private sector representatives. Data were analyzed using content analysis and descriptive interpretation. The findings reveal that: (1) Central and regional government agencies play a significant role in Policy formulation and strategic planning, reflecting a Top-Down approach, whereas local administrative organizations and civil society actors play crucial roles in aggregating local needs, raising awareness, and fostering participatory engagement at the local level. (2) A key factor driving the Policy agenda is the consultative participatory planning process, particularly through the use of public forums that facilitate input from citizens, communities, and experts, thereby generating momentum within the Policy Stream. (3) Effective Policy advancement should emphasize collaborative leadership and Policy brokerage by establishing a provincial-level multistakeholder committee for living heritage city development, creating an evidence-based decisionmaking center for heritage cities, and formulating integrated plans that align local and central efforts to support a Bottom-Up Policy agenda-setting process	en_US
