dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์บริบทการบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้ว (2) วิเคราะห์ปัญหาและอุปสรรคการบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้ว และ (3) เสนอแนวทางในการพัฒนาการบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้ว การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการวิเคราะห์โดยการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลสำคัญจำนวน 32 คน ประกอบไปด้วย ผู้นำกลุ่มชาติพันธุ์เขมรในจังหวัดสระแก้ว ผู้เชี่ยวชาญด้านชาติพันธุ์ ภาครัฐ และภาคเอกชน ผลการวิจัยพบว่า (1) การบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้วที่ผ่านมา มีรัฐเป็นศูนย์กลางและเป็นผู้แสดงบทบาทหลักในการพัฒนากลุ่มชาติพันธุ์เขมรจังหวัดสระแก้ว และมีลักษณะการบริหารปกครองแบบเครือข่ายลักษณะหลวมหรือไม่เป็นทางการ (2) ปัญหาและอุปสรรคการบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้วที่สำคัญ คือ มีการกระจายตัวมากกว่าการกระจุกตัว ทำให้ขาดการรวมกลุ่มที่เข้มแข็ง การบริหารปกครองจึงยากลำบากต่อการบริหาร และ (3) แนวทางในการพัฒนาการบริหารปกครองแบบเครือข่ายกลุ่มชาติพันธุ์เขมรจังหวัดสระแก้ว ทิศทางที่เหมาะสมควรเป็นไปในลักษณะการสร้างความสัมพันธ์เครือข่ายแบบแน่นแฟ้นหรือเป็นทางการ โดยมีการรวมตัวกันจัดตั้งเป็น “สมาคม” เพื่อให้มีความอิสระ อำนาจต่อรอง และความสามารถในการดำเนินการระดมทรัพยากรเพื่อดำเนินโครงการของตนเองอย่างถูกต้องตามกฎหมาย ทั้งนี้ ลักษณะการดำเนินงานของสมาคมควรให้ความสำคัญต่อการบริหารจัดการแบบผสานความร่วมมือ โดยใช้วัฒนธรรมชุมชนกลุ่มชาติพันธุ์เขมรเป็นฐาน เพื่อให้เกิดความยั่งยืนในอนาคต	en_US

dc.description.other-abstract	The research aims to (1) analyze the context of Network Governance on the Khmer ethnic group in Sa Kaeo province; (2) analyze the problems and obstacles of Network Governance on the Khmer ethnic group in Sa Kaeo province; and (3) propose guidelines for developing Network Governance on the Khmer ethnic group in Sa Kaeo province. The research employed qualitative methods, including in-depth interviews with 32 key informants consisting of Khmer ethnic leaders, experts in ethnicity, and relevant Public and private agency representatives from Sa Kaeo. The article employed context and thematic analyses of data retrieved from the interviews. The findings revealed that the past administration of the Khmer ethnic group Network in Sa Kaeo Province was centered around the state, played a primary role in the development of the Khmer ethnic group, and had a loose or informal Network administration style. Second, problems and obstacles in the administration of the Khmer ethnic Network in Sa Kaeo Province are dispersed rather than concentrated, resulting in weak groupings and making administration difficult. Third, the development guidelines for the Khmer ethnic Network administration in Sa Kaeo Province should focus on creating close or formal Network relationships. These relationships will be combined to form an "Association," which will have independence, bargaining power, and the ability to mobilize resources to carry out projects in accordance with the law. The association should emphasize collaborative management, using the culture of the Khmer ethnic community as a foundation for future sustainability	en_US
