dc.description.abstract	การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาแนวทางการบูรณาการความร่วมมือของงานสืบสวนสอบสวนในระดับสถานีตำรวจ 2) ศึกษาปัญหาและอุปสรรคในการบูรณาการความร่วมมือฯ และ 3) ศึกษาการพัฒนาการบูรณาการความร่วมมือฯ เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ 36 ราย และการสนทนากลุ่ม 10 ราย ซึ่งเป็นผู้มีประสบการณ์ในสายงานไม่ต่ำกว่า 5 ปี โดยแบ่งออกเป็น 4 กลุ่ม ได้แก่ 1) ทีมบูรณาการสืบสวนสอบสวน (ระดับปฏิบัติการ) 2) ระดับนโยบาย 3) บุคลากรในหน่วยงานกระบวนการยุติธรรม และ 4) นักวิชาการด้านอาชญาวิทยา ด้วยการคัดเลือกกลุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) และการสุ่มตัวอย่างโดยไม่ใช้ความน่าจะเป็น (Non-probability Sampling) ผลการวิจัยพบว่า 1) แนวทางการบูรณาการความร่วมมือของงานสืบสวนสอบสวนในระดับสถานีตำรวจ ได้แก่ 1.1) ขั้นตอนการปฏิบัติงานเมื่อได้รับแจ้งเหตุจากประชาชน และ 1.2) ขั้นตอนในการปฏิบัติงานร่วมกัน 2) ปัญหาและอุปสรรคในการบูรณาการความร่วมมือของงานสืบสวนสอบสวนในระดับสถานีตำรวจ ได้แก่ 2.1) ด้านความรู้ความสามารถ 2.2) ด้านการประสานงาน และ 2.3) ด้านการบูรณาการร่วมกัน และ 3) การพัฒนาการบูรณาการความร่วมมือของงานสืบสวนสอบสวนในระดับสถานีตำรวจ ได้แก่ 3.1) การสร้างความเข้าใจและข้อตกลงร่วมกันของเจ้าหน้าที่ตำรวจในสถานีตำรวจเพื่อให้เกิดเป้าหมายในการปฏิบัติงานไปในทิศทางเดียวกัน 3.2) การพัฒนาองค์ความรู้ด้านนิติวิทยาศาสตร์ของเจ้าหน้าที่ตำรวจในระดับสถานีตำรวจ โดยควรมีการจัดอบรมความรู้ด้านนิติวิทยาศาสตร์อย่างต่อเนื่อง 3.3) การสร้างความเชื่อมั่นของประชาชนต่อเจ้าหน้าที่ตำรวจในระดับสถานีตำรวจ โดยยึดหลักการบังคับใช้กฎหมาย สร้างความโปร่งใส และความเป็นกลาง และ 3.4) การจัดตั้งทีมบูรณาการความร่วมมือของงานสืบสวนสอบสวนในระดับสถานีตำรวจ โดยใช้ 5P2R Model ตามแนวคิด Stufflebeam’s CIPP Model	en_US

dc.description.other-abstract	The objectives of this research are to study the guidelines for enhancing collaborative integration in investigative work at the police station level, examine problems and obstacles in the integration of cooperation, and investigate the development of such cooperation. This study employed a qualitative research approach, collecting data from interviews with 36 key informants and group discussions with 10 informants, each with at least five years of experience in the field. The samples were classified into four groups: the integrative investigation team at the operational level, personnel at the policy level, personnel in justice departments, and criminologists. The sample groups were determined using purposive sampling, and the individual samples were selected using a non-probability sampling method. The results indicated that the guidelines for the collaborative integration of investigative work at the police station level included operational procedures for responding to public incident notifications and procedures for conducting joint tasks. The identified problems and obstacles in collaborative integration included issues related to knowledge, coordination, and overall integration. Furthermore, the development of collaborative integration involved several key strategies: fostering understanding among police officers to create unity in their working goals, enhancing forensic science knowledge through training and seminars, building public trust in police officers by adhering to principles of transparency and justice, and establishing a collaborative integration team using the 5P2R Model based on Stufflebeam's CIPP Model	en_US
