| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยที่มีผลต่อการนำนโยบายที่ดินแห่งชาติ พ.ศ.2557 ไปปฏิบัติ ในเขตปฏิรูปที่ดินเพื่อเกษตรกรรม ตำบลระบำ และ ตำบลลานสัก อำเภอลานสัก จังหวัดอุทัยธานี 2) เพื่อศึกษาระดับประสิทธิผลของการนำนโยบายที่ดินแห่งชาติ พ.ศ.2557 ไปสู่การปฏิบัติ ในเขตปฏิรูปที่ดินเพื่อเกษตรกรรม ตำบลระบำ และ ตำบลลานสัก อำเภอลานสัก จังหวัดอุทัยธานี 3) เพื่อศึกษาข้อเสนอแนะปรับปรุงพัฒนาการนำนโยบายที่ดินแห่งชาติ พ.ศ.2557 ไปสู่การปฏิบัติ การศึกษาครั้งนี้เป็นการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือการวิจัย โดยเก็บข้อมูลจากกลุ่มตัวอย่าง คือ ประชาชนในเขตปฏิรูปที่ดินเพื่อเกษตรกรรม ต.ระบำ และ ต.ลานสัก อ.ลานสัก จ.อุทัยธานี ที่ผ่านการพิจารณาได้รับสิทธิในที่ดินจากนโยบายนี้ จำนวน 174 ตัวอย่าง สถิติที่ใช้ในการศึกษา ได้แก่ ค่าร้อยล่ะ ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตนฐาน และสหสัมพันธ์เพียร์สัน ผลการศึกษาพบว่า ปัจจัยด้านวัตถุประสงค์ของนโยบาย และ ปัจจัยด้านการควบคุม มีความสัมพันธ์เชิงบวกอย่างไม่มีนัยสำคัญทางสถิติ ขณะที่ ปัจจัยด้านสมรรถนะหน่วยงาน ปัจจัยด้านความร่วมมือ และปัจจัยด้านกลุ่มเป้าหมาย มีผลเชิงบวกต่อประสิทธิผลการนำนโยบายที่ดินแห่งชาติ พ.ศ.2557 ไปปฏิบัติ ในเขตปฏิรูปที่ดินเพื่อเกษตรกรรม ตำบลระบำ และ ตำบลลานสัก อำเภอลานสัก จังหวัดอุทัยธานี อย่างมีนัยสำคัญที่ระดับ .01 โดยมีข้อเสนอแนะว่ารัฐบาลควรมีนโยบายในด้านการจัดที่ดินให้ประชาชนผู้ด้อยโอกาสจริงๆ เพื่อให้เกิดการใช้ที่ดินอย่างเป็นธรรม และสอดคล้องกับความต้องการ และส่งเสริมสนับสนุนความรู้ใหม่ด้านการบริหารจัดการที่ดินเพื่อให้เป็นไปตามการเปลี่ยนแปลงทาง สังคม เศรษฐกิจ และสิ่งแวดล้อม อีกทั้งเพิ่มประสิทธิผล หน่วยงานภาครัฐที่เกี่ยวข้อง ควรมีการเผยแพร่ประชาสัมพันธ์ให้ประชาชนซึ่งเป็นผู้ไร้ที่ดินทำกิน มีความรู้ ความเข้าใจในการประกอบอาชีพ และพัฒนาอาชีพให้มีความมั่นคง มั่งคั่ง ยั่งยืนในพื้นที่ได้ |
| metadata.dc.description.other-abstract: | The purposes of research were to study factors affecting effectiveness of land policy implementation in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province, to study level of effectiveness of effectiveness of land policy implementation in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province, and to suggest guidelines for enhancing effectiveness level of effectiveness of land policy implementation in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province. This research was quantitative research utilizing questionnaire as a research method. The sample of the study were 174 people living in land reform area in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province and granted land rights from the policy. The statistics for data analysis were percentage, mean, standard deviation, and Pearson’s correlation. The research finding were that 2 independent factors, composing of policy factor and control factor had no statistically significant positive correlation with the effectiveness of land policy implementation in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province ,and that organization competency factor, coordination factor and target group factor had positive effect on effectiveness of land policy implementation in Rabum and Lansak Subdistricts, Lansak District, Uthai Thani Province at statistical level of .01.The suggestion is the government should have the land arrangement policy for the disadvantaged population by being fair and align with the demands as well as supporting and encouraging the land management tobe in line with Society , Economy and Environment. Moreover, the relevant government departments should communicate to the disadvantaged population so that they have well comprehension on those purposes in order to improve their career to consistent and sustainable growth |
