| Abstract: | งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อหาสาเหตุ และวิธีการหรือแนวทางในการป้องกัน ยับยั้ง และลดโอกาสในการเกิดเหตุทะเลาะวิวาทและการใช้ความรุนแรง ในบริเวณสถาน ประกอบการที่จำหน่ายเครื่องดื่มแอลกอฮอล์ ที่ตั้งอยู่ในเขตถนนข้าวสาร กรุงเทพมหานคร ผู้วิจัยได้ ออกแบบการเก็บข้อมูลโดยใช้วิธีการสัมภาษณ์กลุ่มประชากรตัวอย่างจำนวน 15 ท่าน ซึ่งสามารถ จำแนกได้เป็น 3 กลุ่มได้แก่ 1) กลุ่มผู้ประกอบการ ผู้จัดการ พนักงานบริการ และพนักงานรักษา ความปลอดภัย รวมจำนวน 5 ท่าน 2) กลุ่มนักท่องเที่ยวชาวต่างชาติ แบ่งเป็นนักท่องเที่ยวจากสหราช อาณาจักร สหรัฐอเมริกา ประเทศอื่น ๆในยุโรป และประเทศในทวีปเอเชีย รวมจำนวน 5 ท่าน และ 3) กลุ่มเจ้าหน้าที่ตำรวจ สถานีตำรวจนครบาลชนะสงคราม ที่รับผิดชอบงานป้องกันปราบปราม และงานสอบสวน แบ่งออกเป็น เจ้าหน้าที่ตำรวจระดับรองผู้กำกับการ, สารวัตร, รองสารวัตร และ ผู้บังคับหมู่ รวมจำนวน 5 ท่าน เพื่อนำเอาแนวคิดต่าง ๆ ของผู้รับการสัมภาษณ์มาสังเคราะห์และปรับ เข้ากับทฤษฎีอาชญาวิทยา ผลการวิจัยพบว่า สาเหตุปัจจัยหลักของปัญหาการทะเลาะวิวาทและการใช้ความรุนแรงในบริเวณสถานประกอบการที่จำหน่ายเครื่องดื่มแอลกอฮอล์มี 6 ปัจจัยคือ 1) ปัจจัยด้านความคับแคบและการออกแบบที่ไม่เหมาะสมของสถานประกอบการ 2) ปัจจัยด้านบรรยากาศของ สถานประกอบการที่ไม่พึงประสงค์ 3) ปัจจัยส่วนตัวของผู้มาใช้บริการ 4) ปัจจัยด้านเครื่องดื่ม แอลกอฮอล์ 5) ปัจจัยด้านการบริหารจัดการของสถานประกอบการ และ 6) ปัจจัยด้านข้อกฎหมาย และการบังคับใช้กฎหมาย สำหรับแนวทางการแก้ไข ได้แก่ 1) การปรับปรุงแผนผัง การออกแบบ ภายใน การติดตั้งกล้องวงจรปิ ดและไฟส่องสว่างในบางจุด 2) การจัดหาพนักงานให้มีอัตราส่วนที่ เพียงพอ และจัดให้มีการฝึ กอบรมอย่างสม่ำเสมอ 3) ปรับแนวทางการบริหารจัดการของสถาน ประกอบการให้เอื้อต่อการป้ องกันเหตุ 4) ปรับปรุงข้อกฎหมายบางประการให้เอื้อต่อการป้ องกันเหตุ และเอื้อต่อการตรวจสอบควบคุมการขออนุญาตเปิดสถานประกอบการ 5) ส่งเสริมสนับสนุนให้เกิดความร่วมมือทุกภาคส่วนในการระดมสมอง และสรรพกำลังในการจัดการป้องกันหรือแก้ไขปัญหา |
| metadata.dc.description.other-abstract: | This research aimed to identify the key factors of violence in and around drinking establishments on Khao San Road, and to develop preventative measures through which such incidents can be deterred or reduced. Qualitative data was attained by interviewing fifteen people, then categorized into three groups of five: bar staff consisting of general managers, bartenders and bouncers; foreign patrons from different countries of origin, such as the UK, the USA, European and Asian countries; and police officers from Chanasongkram Metropolitan Police Station tasked with crime prevention as well as inquiry affair, ranging from the deputy superintendent to a squad leader. Building upon the basis of a theoretical framework and the thematic concepts extracted from these interviews, six main factors emerged contributing to physical violence in and around drinking establishments on Khao San Road: confined establishments with inappropriate layout designs; unpleasant and disturbing atmosphere; patron’s factor; alcohol-related factor; management deficiency; and legal inadequacy and enforcement challenges. Proposed solutions encompass five pre-emptive measures, developed to tackle violent incidents: improving the designs and layouts of the establishments, with better lighting and more CCTVs; proportional bar staffing and professional training; enhanced management for prevention and control strategies in place; constructive legislation and amendment for alcohol consumption and licensed establishment; strong and harmonious interorganizational cooperation to effectively address the problem. |
