| Abstract: | น้ำเป็นทรัพยากรธรรมชาติที่มีความสำคัญต่อการดำรงชีวิตของประชากรโลกและ ต่อประชากรไทย การเปลี่ยนแปลงสภาวะทางกายภาพของโลก อาทิ ภาวะโลกร้อน ภาวะเรือน กระจก ปรากฏการณ์เอลนีโญ ลานีญา และปัญหาภัยแล้ง ทำให้ปริมาณน้ำบนโลกไม่เสถียร อีกทั้ง การเพิ่มของประชากรอีก 33 ปี ข้างหน้าจะเพิ่มขึ้นจาก 7.2 พันล้านคนเป็ น 9.2 พันล้านคน ส่งผล กระทบต่อความมั่นคงทางด้านน้ำ และอาหารอย่างหลีกเลี่ยงไม่ได้ ดังนั้นหน่วยงานต่าง ๆ ที่สำคัญ ของโลกและในประเทศไทย จึงตระหนักถึงความจำเป็นที่จะต้องจัดการกับทรัพยากรน้ำให้เกิด ประโยชน์สูงสุด การศึกษาวิจัยหัวข้อ “การจัดการทรัพยากรน้ำเพื่อการเกษตรกรรมระดับไร่นา ตามวิถีชุมชนท้องถิ่นอย่างยั่งยืน” ครั้งนี้ เป็นงานวิจัยที่สอดคล้องกับภาวะปัจจุบันที่มีวัตถุประสงค์ เพื่อศึกษาและให้ความสำคัญต่อชุมชนท้องถิ่นในความสามารถพึ่งพาตนเองได้ ผู้วิจัยพบว่าภาคประชาสังคม ภาคเอกชน และภาครัฐ จักต้องร่วมมือกันหาทางแก้ไขปัญหา เกี่ยวกับความมั่นคงทางด้านน้ำและอาหาร ทั้งที่กำลังเกิดขึ้นในวันนี้และจะทวีความรุนแรง ในอนาคต หากไม่ได้รับการแก้ไขหรือการเตรียมความพร้อมสำหรับการเกิดภาวะวิกฤตในด้าน ความมั่นคงทางด้านน้ำและอาหาร ทั้งนี้ ผู้วิจัยได้นำเสนอรูปแบบ “การบริการทรัพยากรน้ำ สาธารณะภาคพลเมือง” เพื่อเป็นแนวทางในการจัดการทรัพยากรน้ำ เพื่อการเกษตรกรรมระดับไร่นา ตามวิถีชุมชนท้องถิ่นอย่างยั่งยืนต่อไป |
| metadata.dc.description.other-abstract: | Water is important natural resources for human being of the world population and Thai. The physical world change, global warming, climate change, greenhouse effect, el nino event, la nina event and drought make the volume of water unstable. Furthermore the enlargement of the world population will increase from 7.2 to 9.2 billion persons in 33 years time. It has an effect on water and food security unavoidably. So that the important world and Thai organizations realize to manage water resources for the topmost benefit. The study of this topic “Water Resources Management for Sustainable On-farm Agriculture of Local Community” is occupied with the present which has the object for studying and importance to the local community for self reliance. The researcher found that the civil society, private sector and public sector must cooperate to resolve the present water and food security problems. And it will be our great problems if we never resolve and prepare for the crisis of water and food security in the future. There for the researcher proposes the “Civic Public Water Resources Service Ways: CPWRS Ways” in order to be the water resources management ways for sustainable on-farm agriculture of local community approach. |
