| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาองค์กรปกครองส่วนท้องถิ่นในการใช้วัฒนธรรม ชุมชนและภูมิปัญญาในการพัฒนาท้องถิ่น 2) เพื่อศึกษาแนวทางที่องค์กรปกครองส่วนท้องถิ่น ใช้วัฒนธรรมชุมชนและภูมิปัญญาในการพัฒนาท้องถิ่น วิธีการศึกษาเป็นการวิจัยเชิงคุณภาพ โดยเก็บข้อมูลจากการทบทวนเอกสารประวัติศาสตร์ ทางวัฒนธรรม บริบททั่วไปที่เกี่ยวข้องกับ เทศบาลตำบลอุโมงค์ จังหวัดลำพูน และเทศบาลตำบลลานกระบือ จังหวัดกำแพงเพชร การสังเคราะห์ผลที่ได้จากการศึกษามาจากรูปแบบต่างประเทศและประเทศไทยในการพัฒนา ท้องถิ่น ตีความข้อมูลจากเอกสารไปพร้อมกับการสัมภาษณ์เชิงลึก การลดข้อมูล การสังเกตการณ์ แบบไม่มีส่วนร่วม แล้วนำข้อมูลที่น่าเชื่อถือได้มาดำเนินการวิเคราะห์เนื้อหา จนได้ข้อค้นพบ ที่สำคัญ การตรวจสอบความถูกต้องของข้อมูลก่อนนำไปวิเคราะห์ด้วยวิธีการตรวจสอบแบบ สามเส้าเชิงคุณภาพ จากกลุ่มตัวอย่างการสอบถามผู้ทรงคุณวุฒิด้านวัฒนธรรมชุมชนและองค์กร ปกครองส่วนท้องถิ่น เน้นเรื่องวัฒนธรรมชุมชนส่งผลอย่างไรในการพัฒนา สัมภาษณ์เชิงลึก ในประเด็นที่สำคัญ ผลการวิจัย พบว่า เทศบาลตำบลทั้งสองแห่ง ได้ใช้วัฒนธรรมชุมชนและภูมิปัญญาท้องถิ่น มาส่งเสริมการพัฒนาคุณภาพชีวิต และนำการบริหารราชการแบบมีส่วนร่วม (Participatory Governance) ที่เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วม มีบทบาทในกระบวนการตัดสินใจทางการ บริหารและการดำเนินกิจกรรมของรัฐ ทั้งทางตรงและทางอ้อม ให้ความสาคัญกับการส่งเสริม ให้ประชาชนรู้จักบทบาทและหน้าที่ของความเป็นพลเมืองที่จะต้องพึ่งพาตนเองให้มากที่สุด ซึ่งเป็น หลักคิดรัฐประศาสนศาสตร์พลเมือง (Civic Public Administration) มาเป็นแนวทางการพัฒนา ท้องถิ่น จนประสบความสำเร็จ | en_US |

| dc.description.other-abstract | The purpose of this qualitative research was 1) to study Local Government Organization. in using community culture and wisdom for the development of their local communities and 2) to study the ways in which they use community culture and wisdom. The data were collected from the review of cultural and historical documents as well as evidence related to the Tunnum Municipality, Lamphun Province and Lan Krabue Subdistrict Municipality, Khampangphet Province. The results were synthesized from the study of foreign and Thai local development forms. The data obtained from in-depth interviews with local culture experts and representatives of local administrative organizations, reducing non-participant observation, and reliable information were analyzed. Then, the data were analyzed through an application of the qualitative triangular method. The result showed that both Local Government Organization – Tunnum Municipality, Lamphun Province and Lan Krabue Subdistrict Municipality, Khampangphet Province – depended on their community culture and local wisdom in the promotion and development of living quality and implemented participatory government administration (Participatory Governance) that allowed people to participate in the decision making about administrative matters and activities directly and indirectly. They also emphasized the promotion of the realization of self-dependence and civil rights and duties among people which is the principle of civic public administration for successful local development. | en_US |
