dc.description.abstract	การท่องเที่ยวโดยชุมชนเป็นเครื่องมือที่จะสร้างความเข้มแข็งของคนและองค์กรในชุมชน ที่จะบริหารและจัดการทรัพยากรธรรมชาติและวัฒนธรรม โดยการมีส่วนร่วมของคนในชุมชน ทั้งทางด้านการกา หนดทิศทางการดำเนินการ การพัฒนาชุมชนและแหล่งท่องเที่ยว และการได้รับ ผลประโยชน์จากการท่องเที่ยว แต่พบว่าในปัจจุบันการท่องเที่ยวโดยชุมชนยังขาดการมีส่วนร่วม ของชุมชนที่เป็นรูปธรรมและการบูรณาการการทางานของหน่วยงานที่เกี่ยวข้อง การศึกษาวิจัยเรื่อง รูปแบบการจัดการการท่องเที่ยวโดยชุมชนตามแนวทางรัฐประศาสนศาสตร์พลเมืองของจังหวัด ร้อยเอ็ด มีวัตถุประสงค์เพื่อศึกษาการท่องเที่ยวโดยชุมชนในบริบทการบริหารและการจัดการ การมีส่วนร่วมของชุมชน และการท่องเที่ยวโดยชุมชนในฐานะกลไกการพัฒนาชุมชน ตามแนวทาง ของรัฐประศาสตร์พลเมืองที่เน้นการจัดการตนเองของชุมชน เน้นให้เกิดประโยชน์สาธารณะ ชุมชนมีคุณธรรม และมีส่วนร่วมกันในการบริหารและการจัดการ การศึกษาวิจัยครั้งนี้เป็นการวิจัย เชิงคุณภาพโดยการสัมภาษณ์เชิงลึกผู้มีส่วนเกี่ยวข้องทั้งภาครัฐ ภาคเอกชน ชุมชน และภาคประชา สังคม ผลการวิจัยพบว่า การท่องเที่ยวโดยชุมชนของจังหวัดร้อยเอ็ดได้รับการส่งเสริมและ สนับสนุนจากหน่วยงานภาครัฐและภาคเอกชนทั้งในด้านองค์ความรู้ด้านการท่องเที่ยวและ ด้านงบประมาณแต่ยังขาดการบูรณาการการปฏิบัติงานระหว่างหน่วยงานที่เกี่ยวข้อง ชุมชนในพื้นที่ ของแหล่งท่องเที่ยวมีส่วนร่วมในการบริหารและการจัดการแหล่งท่องเที่ยวในชุมชน ทาให้ชุมชน มีความภาคภูมิใจและหวงแหนในวัฒนธรรมและความเป็นชุมชนของตนเอง แต่ชุมชนยังขาด องค์ความรู้ทางด้านการท่องเที่ยวและทักษะการบริหารงานเชิงกลยุทธ์ที่ต้องได้รับการส่งเสริมและ สนับสนุนจากหน่วยงานที่เกี่ยวข้องโดยการบริหารและการจัดการแบบบูรณาการที่มีประสิทธิภาพ	en_US

dc.description.other-abstract	Community-Based Tourism is a tool to strengthen organizations in a community in managing natural and cultural resources with participation of people in the community in setting directions, development, and benefits from tourism. However, it is found that community-based tourism nowadays still lacks concrete community participation and work integration of relevant authorities. The objective of this research on “Community-Based Tourism Management in accordance with Civic Administration of Roi-Et Province” is to study community-based tourism in the contexts of administration and management, participation of community and community-based tourism as a mechanism in developing community in accordance with civic administration, emphasizing self management for public benefits, moral community and participation in administration and management. This research is qualitative with in-depth interviews with all stakeholders in public, private, community and civil society. The research results found that community-based tourism of Roi-Et province has been encouraged and supported by public and private agencies in terms of tourism knowledge and budgets but lacking integration of implementation among the agencies. The community has participated in administration and management of tourism destinations and is proud of their culture and community but lacking tourism knowledge and skills in strategic administration.	en_US
