dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์สภาพปัญหาความเหลื่อมล้ำของประชาชนในพื้นที่ชนบทจังหวัดเชียงราย 2) เพื่อวิเคราะห์ศักยภาพชุมชนในการลดปัญหาความเหลื่อมล้าของประชาชนในพื้นที่ชนบทจังหวัดเชียงราย 3) เพื่อเสนอรูปแบบการเสริมสร้างศักยภาพชุมชนเพื่อลดปัญหาความเหลื่อมล้ำของประชาชนในพื้นที่ชนบทจังหวัดเชียงราย การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสาน ประชากรได้แก่ ตัวแทนครัวเรือนจำนวน 236,637 ครัวเรือน กลุ่มตัวอย่าง คือ ประชาชนที่เป็นตัวแทนของครัวเรือนและกำหนดขนาดกลุ่มตัวอย่างตามตารางสำเร็จรูปของเครซี่และมอร์แกน จำนวน 384 ครัวเรือนและผู้ให้ข้อมูลสำคัญ ได้แก่ ประชาชนและผู้นำชุมชน จำนวน 40 คน ผู้ทรงคุณวุฒิภาควิชาการ จำนวน 15 คนซึ่งได้มาโดยใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ได้แก่ แบบสอบถาม การสัมภาษณ์ การสนทนากลุ่ม และการวิเคราะห์ข้อมูลโดยใช้ค่าสถิติได้แก่ ค่าเฉลี่ย ค่าร้อยละ และส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวน การวิเคราะห์การถดถอยพหุรวมถึงการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพปัญหาที่สำคัญ คือ การขาดการส่งเสริมให้ประชาชนรับรู้สิทธิในกระบวนยุติธรรมและการขาดโอกาสในการร้องเรียนเรื่องต่างๆอย่างเท่าเทียม 2) ศักยภาพชุมชนที่สำคัญ คือ ผู้นำชุมชนเป็นคนรุ่นใหม่มีวิสัยทัศน์ได้รับการยอมรับและมีการทำงานตามหลักของความคุ้มค่า มีการรับฟังความคิดเห็นของประชาชนก่อนที่จะมีการจัดทำแผนงานเพื่อพัฒนาหรือแก้ไขปัญหาในพื้นที่ 3) รูปแบบการเสริมสร้างศักยภาพชุมชน คือ Uni-equality Model ประกอบด้วย U = Understanding คือ การสร้างความเข้าใจ Ni = Nice-networking คือ การทำงานโดยสร้างเครือข่ายที่ดี E = Encouraging คือ การส่งเสริมสนับสนุน Q = Quality คือ การพัฒนาระบบคุณภาพการทำงาน U = Ubiquity คือ การมีอยู่อย่างแพร่หลายทั่วทุกแห่ง A = Accessibility คือ การเข้าถึงง่าย L = Literacy คือ การรู้หนังสือ ความสามารถอ่านออกเขียนได้ I = Information คือ ฐานข้อมูล ข่าวสาร T= Technology คือ เทคโนโลยีสารสนเทศ Y = Youth คือ สร้างความตระหนักของหนุ่มสาววัยทำงาน	en_US

dc.description.other-abstract	The objectives of this study were 1) to investigate the inequality conditions, 2) to analyze the community capacity to reduce the inequality, and 3) to propose a model for building the community capacity to reduce the inequality. This study was divided into 3 steps. The first one was to investigate the inequality conditions in the community. In this step, the data were collected from 413 target households in the rural areas in Chiang Rai Province using questionnaires. The second step was to analyze the community capacity to reduce the inequality. This step was performed through a review of related documents and group discussions with 40 local residents and community leaders. The final step was to propose a model to strengthen the community capacity. This step was performed through workshops with 15 key informants including local people, community leaders, government officials, private sector officers, and scholars. The data from the analysis of the conditions of inequality, interviews, and suggestions from the scholars were employed to develop a model to strengthen the community capacity which would help reduce the inequality among people in the community in terms of rights and opportunity; promote the collaboration among public sector, private sector, and people; as well as improve the local government strategic development plan. The developed model was called the ‘Uni-equality – Model’, and it comprised 10 components with an emphasis on 3 aspects including society, environment, and management	en_US
