| Abstract: | ดุษฎีนิพนธ์นี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบริบทการปฏิรูประบบราชการของ พ.ต.ท.ทักษิณ ชินวัตร (2) ศึกษากลยุทธ์การปฏิรูประบบราชการของพ.ต.ท.ทักษิณ และ (3) ศึกษากลยุทธ์การสื่อสารว่าด้วยการปฏิรูประบบราชการของพ.ต.ท.ทักษิณ บนพื้นที่สาธารณะ ทั้งนี้ งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพและใช้วิธีการอภิปรายผลการวิจัยเชิงพรรณนา บรรยายสรุปความจากการทบทวนเอกสาร แนวคิดทฤษฎีที่เกี่ยวข้องโดยมีแนวคิดทฤษฎีที่ใช้ในงานวิจัยครั้งนี้ ได้แก่ ทฤษฎีการครองความเป็นเจ้า (Hegemony) แนวคิดวาทกรรม แนวคิดเศรษฐศาสตร์การเมืองของสื่อสารมวลชน กลยุทธ์การสื่อสาร แนวคิดพื้นที่สาธารณะของเยอรเก้น ฮาเบอร์มาส (Jurgen Habermas) ผลการวิจัย พบว่า การศึกษาบริบทการปฏิรูประบบราชการในช่วงเวลาดังกล่าว ทำให้เห็นภาพของการผลักดันให้เกิดการเปลี่ยนแปลงของระบบ การสร้างความยอมรับนับถือจากข้าราชการและประชาชน โดยการใช้กลยุทธ์การสื่อสารบนพื้นที่สาธารณะของพ.ต.ท.ทักษิณ โดยเลือกวิธีการสื่อสารในการสร้างวาทกรรมว่า อำนาจเหล่านั้นกระจายไปอยู่ในมือของประชาชน แต่ความจริงกลับกลายเป็นว่า การที่พ.ต.ท.ทักษิณได้ใช้ตำแหน่งนายกรัฐมนตรีในการเป็นผู้ครอบครองอำนาจในการตัดสินใจส่งสารผ่านสื่อของรัฐ และในด้านแนวคิดพื้นที่สาธารณะนั้น พ.ต.ท.ทักษิณได้สร้างพื้นที่สาธารณะแบบปลอม (Pseudo Public Sphere) ขึ้นมา เนื่องด้วยปรากฏว่าการปฏิรูประบบราชการกลับทำให้ พ.ต.ท.ทักษิณมีอำนาจการบริหารและการตัดสินใจเพิ่มมากขึ้น ในขณะที่ประชาชนไม่ได้มีอำนาจและมีส่วนร่วมในการกำหนดทิศทางของการบริหารประเทศแต่อย่างใด จากการอภิปรายและสรุปผลการวิจัยดังกล่าว ผู้วิจัยมีข้อเสนอในการศึกษาวิจัยต่อไป ดังนี้ (1) การศึกษาเปรียบเทียบกลยุทธ์การสื่อสารของพ.ต.ท.ทักษิณ และผู้นำทางการเมืองท่านอื่นๆ ในช่วงเวลาต่อมา (2) การศึกษากลยุทธ์การสื่อสารของพ.ต.ท.ทักษิณ ภายหลังจากสิ้นสุดการดำรงตำแหน่งนายกรัฐมนตรี. ทั้งนี้ ผู้วิจัยหวังว่า ผลการวิจัย การอภิปราย และข้อเสนอแนะ จักเป็นประโยชน์ต่อการศึกษาในด้านกลยุทธ์การสื่อสาร และการเข้าใจปรากฏการณ์ทางการเมืองของไทยต่อไป. |
| metadata.dc.description.other-abstract: | The research study “Communication Strategies of Pol. Col. Thaksin Shinawatra as a Government Leader in His Using Public Area” has the purpose to (1) study the contexts of Thaksin’s bureaucratic reform, (2) study his strategies for the bureaucratic reform, and (3) study his strategies for communication on public area. This qualitative research uses descriptive discussion method to present the content of the literature review and relevant conceptual theories. Those theories include Hegemony, Discourse, Political Economics in Mass Communication, Communication Strategies, and, Public Sphere Concept by Jurgen Habermas. The study of the contexts of the bureaucratic reform during the study period revealed that the pressure for change prevailed. So did Thaksin’s attempts to exercise communication strategies on public sphere, aiming at gaining popularity among and within the government and public sectors. Theoretically analyzed, Thaksin’s strategies were found to contain a discourse that the power was in the hands of public citizens. On the contrary, the researcher found that Thaksin executed his power by communicating via government-owned media, to create a pseudo public sphere. The bureaucratic reform resulted in Thaksin’s increasing executive power over the non-empowered public. Adding to the above discussion and conclusion, the researcher suggested further study on (1) Communication Strategies of Thaksin in comparison with those of other leaders, and (2) Communication Strategies of Thaksin beyond the ending of his prime minister position. The researcher has meant for his study, descriptive discussion, result and suggestion to contribute to the education arena of communication strategy and public understanding of Thai politics and its consequences |
