Abstract:	ยางพารานับว่าเป็นสินค้าเศรษฐกิจของโลกและเป็นสินค้าส่งออกที่สำคัญของประเทศไทย ซึ่งการส่งออกยางทางถนนที่สำคัญของประเทศไทย ได้แก่ การส่งออกยางพาราไปยังประเทศมาเลเซีย ผ่านชายแดนจังหวัดสงขลา งานวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อ (1) ศึกษาสถานการณ์ปัจจุบันในประเทศไทยที่ส่งผลผลกระทบต่อความสามารถในการส่งออกยางพารา ผ่านจังหวัดสงขลา (2) ศึกษาปัจจัยด้านขนส่งที่ส่งผลกระทบต่อการส่งออกยางพาราทางถนน ผ่านจังหวัดสงขลา และ (3) เพื่อหาแนวทางในการพัฒนาศักยภาพปัจจัยที่ส่งผลกระทบต่อการส่งออกในด้านการขนส่งยางพาราผ่านจังหวัดสงขลาระหว่างหน่วยงานภาครัฐและหน่วยงานภาคเอกชน งานวิจัยนี้ใช้ เดลฟายเทคนิค (Delphi technique) กลุ่มตัวอย่าง คือ เกษตรกร ผู้ผลิต ผู้ส่งออก และเจ้าหน้าที่รัฐ จำนวน 19 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ประกอบด้วยแบบสอบถามปลายเปิด และแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ เก็บข้อมูลจำนวน 2 รอบ และวิเคราะห์ข้อมูลโดยใช้ค่ามัธยฐานและค่าพิสัยระหว่างควอไทล์ ผลจากการวิจัย พบว่า ปัจจัยที่ส่งผลกระทบต่อความสามารถในการส่งออกยางพาราทางถนนผ่านชายแดนจังหวัดสงขลา โดยมีค่ามัธยฐานอยู่ระหว่าง 4.00-5.00 และมีค่าพิสัยระหว่างควอไทล์ในช่วง 0-1 ประกอบด้วย 8 ปัจจัย ได้แก่ ปัจจัยด้านการผลิต ปัจจัยด้านสภาวะอุปสงค์ ปัจจัยกลยุทธ์ โครงสร้างองค์กรและการแข่งขัน ปัจจัยด้านเศรษฐกิจ ปัจจัยด้านการเมือง ปัจจัยด้านสังคม ปัจจัยด้านเทคโนโลยี และปัจจัยด้านระบบขนส่ง จากผลการวิจัยนี้ เกษตรกรผู้ผลิต ผู้ส่งออก และเจ้าหน้าที่รัฐ สามารถใช้ปัจจัยทั้งหมดเพื่อเป็นแนวทางในการพัฒนาศักยภาพปัจจัยที่ส่งผลกระทบต่อการส่งออกยางพาราทางถนนผ่านชายแดน จังหวัดสงขลา
metadata.dc.description.other-abstract:	Natural rubber is regarded as a global economic product as well as a significant Thai export. Natural rubber exports to Malaysia by road are the most common mode of transport through Songkhla Province's border. The objectives of this study were: (1) to study the present situation in Thailand impacting the performance of natural rubber export by road transport through border in Songkhla province; (2) to study the factors affecting the export of natural rubber by road transport through Songkhla Province; and (3) to establish ways to collaborate with government and private organizations to develop potential factors affecting exports in terms of natural rubber transport through Songkhla. This research was conducted using the Delphi method. The sample consisted of 19 experts who were farmers, producers, exporters, and government officials. Two rounds of questionnaires provided two sections: open-ended and 5-point rating scale. The data were analyzed by median and interquartile range. The results found the factors affecting the performance of natural rubber export by road transport through border in Songkhla province showed the median between 4.00-5.00, and the interquartile range was 0-1. These factors consisted 8 factors. There were: (1) Factor Conditions (2) Firm Strategy, Structure and Rivalry (3) Demand Conditions (4) Economics (5) Politics (6) Society (7) Technology, and (8) Transports system. The results indicate that farmers, producers, exporters, and government officials can use the factors for developing potential of the rubber industry
