| Abstract: | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการบริหารจัดการขยะอย่างยั่งยืนขององค์การบริหารส่วนจังหวัดระยอง และบทบาทขององค์การบริหารส่วนจังหวัดระยองในการบริหารจัดการขยะ 2) เพื่อศึกษาปัจจัยความสำเร็จขององค์การบริหารส่วนจังหวัดระยองในการบริหารจัดการขยะอย่างยั่งยืน จังหวัดระยองกับภาคส่วนอื่น ๆ วิธีการวิจัย เป็นการวิจัยเชิงคุณภาพ(Qualitative Research) วิธีเก็บข้อมูลเชิงคุณภาพ (Quantitative Method) และวิเคราะห์ข้อมูลจากการสัมภาษณ์หน่วยงานที่เกี่ยวข้องและจากเอกสารต่างๆ ในการจัดการขยะขององค์กรปกครองส่วนท้องถิ่นผลการวิจัย พบว่า 1) องค์การบริหารส่วนจังหวัดระยองก่อสร้างศูนย์กำจัดขยะแบบครบวงจร ตั้งอยู่หมู่ 3 ต.น้าคอก อ.เมือง จ.ระยอง และสร้างสถานที่ทิ้งขยะอีก 3 จุด ได้แก่ อ.แกลง อ.ปลวกแดง และ อ.มาบตาพุดเพื่อให้องค์กรปกครองส่วนท้องถิ่นต่าง ๆ นำขยะมาทิ้ง จากนั้นองค์การบริหารส่วนจังหวัดระยองจะเก็บขนมายังศูนย์กำจัดขยะฯ ต่อไปองค์การบริหารส่วนจังหวัดระยองเป็นหน่วยงานหลักและประสานงานกับทุกหน่วยงานที่ เกี่ยวข้องที่ให้เข้ามามีส่วนร่วมในการทำงานร่วมกันในการบริหารจัดการขยะ ในรูปของคณะกรรมการบริหารจัดการขยะเพื่อให้รับทราบแนวทางการบริหารจัดการขยะของจังหวัดระยองอย่างชัดเจน 2) ปัจจัยที่ทำให้องค์การบริหารส่วนจังหวัดระยองประสบความสำเร็จในการบริหารจัดการขยะได้อย่างยั่งยืน คือ ปัจจัยภาวะผู้นำ ปัจจัยทางการเมือง และปัจจัยการทำงานร่วมกันของภาคส่วนต่าง ๆ ระหว่างองค์การบริหารส่วนจังหวัดระยองกับภาคส่วนอื่นๆ ทั้งส่วนกลาง ส่วนภูมิภาคและ ส่วนทิ้งถิ่น ทำให้องค์การบริหารส่วนจังหวัดระยองสามารถบริหารจัดการขยะของจังหวัดระยองได้อย่างมีประสิทธิภาพและยั่งยืน" |
| metadata.dc.description.other-abstract: | The objectives of this research were 1) to study the sustainable waste management of Rayong Provincial Administrative Organization and the role of Rayong Provincial Administrative Organization in waste management, and 2) to study the success factors of the Rayong Provincial Administrative Organization in sustainable waste management, Rayong Province and other sectors. The research was conducted using a qualitative research method through data collection and analysis of the data from interviews with relevant agencies and documents concerning waste management of local government organizations. The results of the research revealed that Rayong Provincial Administrative Organization constructed a comprehensive waste disposal center located at Moo 3, Nam Kok Subdistrict, Mueang District, Rayong Province, and built another 3 waste disposal sites, namely Klaeng District, Pluak Daeng District, and Map Ta Phut District, in order that various local government organizations could dispose of garbage. After that the Rayong Provincial Administrative Organization would collect garbage to the waste disposal center. Rayong Provincial Administrative Organization is the main unit and coordinates with all relevant agencies in order that these agencies could participate in waste management cooperation in the form of the Waste Management Committee to clearly understand the waste management guidelines of Rayong Province. Moreover, the factors making the Rayong Provincial Administrative Organization successful in sustainable waste management were the leadership factor, political factor and the co-operation factor of various sectors in which the Rayong Provincial Administrative Organization and other sectors worked together in terms of Central, regional and local sectors. This allowed the Rayong Provincial Administrative Organization to manage waste in Rayong province efficiently and sustainably |
