Abstract:	การวิจัยเรื่อง “การสื่อสารสถานการณ์การแพร่ระบาดโคโรนาไวรัสขององค์การปกครอง ส่วนท้องถิ่นในจังหวัดสุราษฎร์ธานี” มีวัตถุประสงค์เพื่อศึกษารูปแบบ วิธีการสื่อสารในสถานการณ์ การแพร่ระบาดโคโรนาไวรัสของการปกครองส่วนท้องถิ่น จังหวัดสุราษฎร์ธานี ในช่วงการแพร่ ระบาดของโรค COVID-19 โดยมุ่งเน้นไปที่ช่องทางการสื่อสาร เนื้อหาการสื่อสาร การรับรู้ของ ประชาชน ตลอดจนปัจจัยที่มีผลต่อประสิทธิภาพของการสื่อสารในช่วงวิกฤต การศึกษานี้ใช้ ระเบียบวิธีวิจัยเชิงคุณภาพ ประกอบด้วยการวิเคราะห์เอกสาร การสัมภาษณ์เชิงลึกของผู้บริหารและ เจ้าหน้าที่องค์การบริหารส่วนท้องถิ่นจงั หวัดสุราษฎร์ธานี และประชาชนในพื้นที่ ผลการศึกษาพบว่า องค์การปกครองส่วนท้องถิ่นจังหวัดสุราษฎร์ธานีใช้ช่องทางการ สื่อสารที่หลากหลาย ทั้งการสื่อสารโดยตรง เช่น การจัดประชุมชี้แจงและการประชาสัมพันธ์ผ่าน สื่อท้องถิ่น และการสื่อสารผ่านแพลตฟอร์มออนไลน์ เช่น เว็บไซต์ทางการและโซเชียลมีเดีย อย่างไรก็ตาม ความท้าทายที่พบ ได้แก่ ความล่าช้าในการถ่ายทอดข้อมูล อุปสรรคทางเทคโนโลยี และระดับความเข้าใจของประชาชนที่แตกต่างกัน ซึ่งส่งผลต่อการรับรู้และการปฏิบัติตามมาตรการ ของรัฐ ข้อเสนอแนะจากการวิจัยนี้คือ องค์การปกครองส่วนท้องถิ่นควรพัฒนากลยุทธ์การสื่อสารที่ สามารถเข้าถึงประชาชนได้อย่างมีประสิทธิภาพมากขึ้น โดยเน้นการใช้ภาษาที่เข้าใจง่าย การเพิ่ม ความถี่ของการเผยแพร่ข้อมูล การเสริมสร้างความร่วมมือกับหน่วยงานสาธารณสุข และการใช้ เทคโนโลยีสารสนเทศให้เกิดประโยชน์สูงสุด ทั้งนี้ เพื่อให้ประชาชนสามารถปรับตัวและรับมือกับ สถานการณ์วิกฤตได้อย่างเหมาะสม อันจะนาไปสู่การบริหารจัดการโรคระบาดที่มีประสิทธิภาพ และยั่งยืนในอนาคต
metadata.dc.description.other-abstract:	This research, titled “Communication of the COVID-19 Pandemic Situation by Local Administrative Organizations in Surat Thani Province,” aims to examine the communication strategies adopted by local administrative organizations during the COVID-19 pandemic. The study investigates the communication channels, message content, public perception, and key factors influencing communication effectiveness during the crisis. A qualitative research methodology was employed, utilizing document analysis and in-depth interviews with executives and staff of local administrative organizations, as well as local residents in Surat Thani Province. The findings reveal that local administrative organizations employed diverse communication channels, including traditional methods such as community meetings and local broadcasting, as well as digital platforms such as official websites and social media. Nevertheless, several challenges were identified, including delays in information dissemination, technological limitations, and varying levels of public comprehension. All of which hindered public awareness and compliance with governmental measures. The study recommends that local administrative organizations improve their communication strategies by adopting more accessible language, increasing the frequency of updates, enhancing cooperation with public health agencies, and effectively utilizing information technology. These enhancements are essential for enabling communities to respond more effectively to future crises and for promoting sustainable epidemic management.
