| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหา อุปสรรค และแนวทางการพัฒนาประสิทธิภาพของเจ้าหน้าที่ตำรวจจราจร สถานีตำรวจนครบาลทุ่งสองห้อง เพื่อให้ได้ข้อเสนอแนะในการบังคับใช้กฎหมายจราจรเพื่อลดอุบัติเหตุทางถนน กรณีศึกษาเขตพื้นที่รับผิดชอบสถานีตำรวจนครบาลทุ่งสองห้อง การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการศึกษาค้นคว้าเอกสารและการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 12 คน โดยเลือกแบบเจาะจงผู้ให้ข้อมูลสำคัญ ประกอบไปด้วย ผู้กำหนดนโยบายด้านการบังคับใช้กฎหมายจราจร ผู้ปฏิบัติงาน อาสาสมัครภาคประชาชน ภาคีภาคประชาชน และนักวิชาการด้านการศึกษางานจราจร เครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์ การวิเคราะห์ข้อมูลเป็นการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ปัญหา อุปสรรคของเจ้าหน้าที่ตำรวจจราจร สถานีตำรวจนครบาลทุ่งสองห้อง คือ ปัจจัยเกี่ยวกับตัวบทกฎหมายและบทลงโทษกฎหมายจราจร การบูรณาการจากหน่วยงานที่เกี่ยวข้อง พฤติกรรมของผู้ใช้รถใช้ถนน นโยบายภาครัฐ และงบประมาณ ดังนั้น เพื่อเป็นการพัฒนาประสิทธิภาพของเจ้าหน้าที่ตำรวจจราจร สถานีตำรวจนครบาลทุ่งสองห้อง ควรกำหนดให้การแก้ไขปัญหาการฝ่าฝืนกฎหมายจราจรเป็นนโยบายแห่งชาติ มีการปรับบทลงโทษและอัตราโทษของกฎหมายจราจรให้สูงขึ้น มีกลไกในการตรวจสอบการกระทำผิดกฎหมายจราจรของผู้ขับขี่ ใช้เทคโนโลยีกล้องต่าง ๆ เพื่อลดปัญหาเรื่องการใช้ดุลยพินิจของเจ้าหน้าที่ และให้ความรู้เรื่องกฎหมายจราจรกับประชาชนตั้งแต่เด็ก สำหรับข้อเสนอแนะในการวิจัย ควรให้สิทธิอำนาจในการบังคับใช้กฎหมายจราจรแก่เจ้าหน้าที่ตำรวจจราจรอย่างชัดเจน มีนโยบายที่ชัดเจน และส่งเสริมความรู้และเทคโนโลยีในการปฏิบัติงาน |
| metadata.dc.description.other-abstract: | The objective of this study was to investigate the problems, obstacles, and guidelines for improving the efficiency of traffic police officers at Thung Song Hong Police Station. The goal was to develop recommendations for enhancing the enforcement of traffic laws to reduce road accidents. This study employed a qualitative research approach. Data were collected from a review of related documents and interviews with 12 key informants selected through purposive sampling. The sample included policymakers in traffic law enforcement, traffic police officers, public sector volunteers, civilians, and academicians specializing in traffic studies. Interview scripts were used as the primary instrument for data collection. The data were analyzed using content analysis. The results showed that the problems and obstacles faced by traffic police officers at Thung Song Hong Police Station included issues related to traffic laws and penalties, lack of integration with other relevant organizations, the behavior of road users, government policies, and budget constraints. To enhance the efficiency of traffic police officers, addressing traffic law violations should be considered a national policy. Penalties and penalty rates should be increased, and there should be a robust monitoring mechanism to detect traffic law violations. It is recommended that police officers use cameras instead of relying on their discretion. Additionally, children should be educated about traffic laws from a young age. This study suggests that the authority to enforce traffic laws should be clearly vested in traffic police officers. The policy should be clear, and the promotion of knowledge and the use of technology should be emphasized |
