| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาบทบาทการนำของผู้ว่าราชการจังหวัด ในการบริหารจังหวัดเชิงพื้นที่ 2) ศึกษาปัจจัยความสาเร็จหลักในการนำของผู้ว่าราชการจังหวัด ในการบริหารจังหวัดเชิงพื้นที่ 3) เสนอแนะแนวทางการพัฒนาการนำของผู้ว่าราชการจังหวัด ในการบริหารจังหวัดเชิงพื้นที่ การวิจัยครั้งนี้ใช้วิธีการวิจัยเชิงคุณภาพ กลุ่มเป้าหมายที่ใช้ในการวิจัย คือ ผู้ว่าราชการจังหวัด หัวหน้าส่วนราชการประจำจังหวัด หัวหน้าผู้ตรวจราชการกระทรวงมหาดไทย การเก็บรวบรวมข้อมูลใช้การวิจัยเอกสาร การสัมภาษณ์เชิงลึก และการพรรณนาวิเคราะห์ ผลการวิจัยพบว่า บทบาทการนาของผู้ว่าราชการจังหวัดในการบริหารจังหวัดเชิงพื้นที่ ได้แก่ 1) การบริหารการเปลี่ยนแปลง 2) การอำนวยความสะดวก 3) การสื่อสาร และ 4) การสร้างค่านิยมการพัฒนาเพื่อให้มีการตอบสนอง มีความรับผิดชอบที่สามารถตรวจสอบได้ มีความโปร่งใสในกระบวนการของการนำไปปฏิบัติ ปัจจัยความสาเร็จหลักในการนำของผู้ว่าราชการจังหวัดในการบริหารจังหวัดเชิงพื้นที่ ได้แก่ 1) ภาวะผู้นำ (Leadership) 2) มีวิสัยทัศน์ 3) การบริหารเชิงกลยุทธ์ 4) การประสานงาน ข้อเสนอแนะ การนำของผู้ว่าราชการจังหวัดในการบริหารเชิงพื้นที่ควรมีคุณลักษณะดังนี้ 1) ผู้ว่าราชการจังหวัดในฐานะผู้บริหารจังหวัดจาเป็นต้องมีภาวะผู้นำในการนาของหน่วยงานภาครัฐ โดยกระทรวงมหาดไทยควรให้ความสาคัญกับคุณลักษณะของภาวะผู้นำของบุคคลที่จะแต่งตั้งผู้บริหารระดับสูง 2) ผู้ว่าราชการจังหวัดควรมีวิสัยทัศน์ที่ต้องอาศัยความรู้ประสบการณ์ ในการดำรงตำแหน่ง 3)ผู้ว่าราชการจังหวัด ต้องได้รับการพัฒนาให้มีความรู้ทักษะการบริหารสมัยใหม่ เพื่อให้สามารถบริหารงานได้ทันบริบทที่เปลี่ยนแปลงอย่างรวดเร็ว 4) ผู้ว่าราชการจังหวัดควรมีบทบาทสาคัญในฐานะผู้ประสานงานการทำงานร่วมกันระหว่างภาครัฐ ภาคเอกชนและ ภาคประชาสังคม 5) ผู้ว่าราชการจังหวัด ควรคานึงถึงการมีส่วนร่วมของประชาชนในการบริหารจังหวัดเชิงพื้นที่ |
| metadata.dc.description.other-abstract: | This research aimed to 1) investigate provincial governors’ leading roles in area-based management in the responsible province, 2) explore key success factors in their leadership in area-based management, and 3) propose guidelines for the development of their leadership in area-based management. The research applied qualitative methodology. The subjects were provincial governors, heads of provincial administration offices, and the Chief of Inspector General for Interior. Data were obtained from related documents and in-depth interviews and were descriptively analyzed. The result revealed that their leading roles were: 1) change management, 2) facilitation, 3) communication, and the creation of developmental value which allowed them be responsive to and responsible for their work on the principle of transparency. Their success factors were : 1) leadership, 2) vision, 3) strategic administration, and 4) cooperation. The research proposed that 1) provincial governors have leadership and the Ministry of Interior promote officials to executive officials based on the consideration of their leadership, 2) provincial governors had administrative experience and vision, 3) provincial governors be provided with administrative training to improve modern administrative skills in order to meet changes, 4) provincial governors play important roles in cooperating with public and private sectors and civil soctors and civil society, and 5) provinicial governors put an emphasis on public participation. |
